ITEM EXPLANATION:
On 3anuary 7, 1986, the City Council directed staff to proceed with the establishment of a Bridge and Throughfare Benefit District.
At the City Council meeting of February 4, 1986, the Council adopted Resolution
No. 8392, which apprwed an agreement with Neste, Brudin ti Stone, Inc. for the
purpose of providing engineering services for the Bridge and Thoroughfare
Benefit District. These engineering services specifically were to provide for the development of the area of benefit,,..allocate the costs of improvements and determine the fee apportiorment. attached as Exhibit 84.

The area of benefit is shown as Exhibit A of the attached Engineer's Report (Exhibit 4). Its boundaries are generally Cannon Road fran the ocean east to
College Boulevard extending to the northern border of the City and the City
limits on the east, south, and west extending north back to Cannon Road. The
est&lishment of the Bridge ad Thoroughfare District is based upon the traffic
reports and analysis prepared by the San Diego Area Association of Goverrrnent
(SANDAG). These traffic reports and the analysis indicate a benefit to those
property owners within the district as a result of these interchange improvement
pr oj e ct s .
After establishing the area of benefit and its boundaries, the estimated cost of
improvements was developed for the proposed projects. The cost estimate was not
contingent upon the size of the benefit area, but was based upon the individual
needs of each project. Originally, this list of projects included the widening of La Costa Avenue, however, this has subsequently been flnded through the
Traffic Impact Fee for the La Costa area.

The Bridge and Thoroughfare Benefit District is being considered for the purpose of generating funds through the establishment of a fee based upon benefit for
the following projects that intersect Interstate 5 at:
a. Palomar Airport Road Interchange - estimated cost $2,700,000
b. Poinsettia Lane Intercharge - estimated cost $2,640,000
c. La Costa Avenue Intercharge - estimated cost $2,880,000

The determination of the fee apportiorment was established based upon an
equitable spread of the total costs for the improvements in proportion to the
benefit received from these projects. A total of 510,350 daily trips generated
by land use subject to the fee were identified within the proposed benefit area.
In order to avoid double counting and to correctly identify common trips,
canmercial/industrial trip generation was discounted 40% of the residential
source generation. The total daily trips subject to the fee was reduced to
338,940.
The recommended Bridge and Thoroughfare Benefit District will require a fee of $53.00 per daily trip generated fran each residential unit and a fee of $22.00
per trip generated fran all other land uses. The SANDAG table of regional trip generation was used as the basis for the number of trips generated in order to
establish the fee. This is the same method which was used to estdlish trip
generation for the Traffic Impact Fee in the La Costa area.
The reason for two fees is to avoid the problem of double counting canmn trips
arising from non-residential uses. These fees are calculated assuming immediate
construction and loa-tern financing over a 20-year period, with a projected
inflation factor applied to the total debt service of these projects. Assuming
a 7% inflation factor over the 20 years will increase the project cost 8% or
$8,413,000.
The Bridge and Throughfare Benefit District is needed in order to assure that
these three improvement projects are built to meet current and future traffic
demands. There are no other funds available to proceed with these improvements
without the implementation of this benefit district.

FISCAL IMPACT:
The Bridge and Thoroughfare Benefit District will provide $17,870,000 over 20
years for these improvements. These funds will be raised as new development
occurs within the district and fees are collected at the time building pennits
are issued.

RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, APPROVING
REPORT AND DECLARING INTENTION TO FORM
DISTRICT AND SETTING TIME AND PLACE FOR
PUBLIC HEARING
WHEREAS, the CITY COUNCIL of the CITY OF CARLSBAD, CALIFORNIA
is considering the formation of bridge and thoroughfare district,
as authorized under Section 66484 of the Government Code of the
State of California, and specifically as authorized by Section
20.08.140 of the Municipal Code of the City of Carlsbad; said
district to be known and designated as
BRIDGE AND THOROUGHFARE DISTRICT NO. 1
(hereinafter referred to as the "District"), and,
WHEREAS, there has been submitted and approved by this
legislative body a map showing the area of benefit for the
proposed District; and,
WHEREAS, at this time there has also been submitted a
"Report" of the Engineer, said "Report" generally setting forth
the following:
A. Description of proposed public bridge facilities;
B. Estimated of cost for said facilities;
C. Method and apportionment for distribution of costs based
upon benefits received from the proposed public bridge facilities;
and,
WHEREAS, at this time this legislative body is now ready to
preliminarily approve the "Report" as submitted by the Engineer
and proceed to set a time and place for a public hearing on said
District.

NOW, THEREFORE, IT IS HEREBY RESOLVED AS FOLLOWS:
SECTION 1. That the above recitals are all true and correct.
SECTION 2. That this City Council does hereby declare its
intention to proceed to authorize the formation of a bridge and
thoroughfare district for the purposes of financing certain of the
costs and expenses relating to major bridge improvements in said
District.
SECTION 3. The "Report", as submitted by the Engineer, is
hereby preliminarily approved and adopted by this City Council and
shall be kept on file in the Office of the City Clerk and remain
open for public inspection.
SECTION 4. The cost estimate, as set forth in the "Report"
of the Engineer, reflects the total estimated costs for the
proposed works of improvement and bridge and interchange facili-
ties, and the method of fee allocation represents a fair method of
al1o.cation of the costs to the area of benefit.
SECTION 5. The above fees, as set forth in the "Report" of
the Engineer, shall be applicable to all property within the area
of benefit, and said fees shall be payable as a condition of
issuing a building permit for the property or portions of the
property to be developed, or payable as a condition of approval of
any final development map, if no building permit is required.
SECTION 6. NOTICE IS HEREBY GIVEN THAT TUESDAY, THE 12TH DAY
OF AUGUST, 1986, AT THE HOUR OF 6:OO O'CLOCK P.M., IN THE REGULAR
MEETING PLACE OF THIS CITY COUNCIL, BEING THE COUNCIL CHAMBERS,

Accompanying this letter is a notice of a public hearing for August 12, 1986 of
the Carlsbad City Council to receive public testlmony on the proposed Bridge and
Thoroughfare Benefit District. The hearing will begin at 6:OO P.M. in the City
Council Chambers located at 1200 Elm Avenue, Carlsbad.
The Bridge and Thoroughfare Benefit District is being proposed to raise money to
fund the construction of bridges which intersect 1-5 at Palmar Airport Road,
Poinsettia Lane and La Costa Avenue so they will be able to accanmodate the
increased traffic flow created by new development.

ENGINEER'S REPORT PART I
BACKGROUND FOR DISTRICT
CITY OF CARLSBAD BRIDGE AND THOROUGHFARE BENEFIT DISTRICT NO. 1
City of Carlsbad Municipal Code, Section 20.08.140 entitled
"Bridge Crossing and Major Thoroughfares", makes provision
for assessing and collecting fees as a condition of issuing a building permit for the purpose of defraying the actual or estimated costs of constructing bridges or major thorough- fares pursuant to Section 66484 of the Government Code of the State of California.
Interstate 5 of the state highway system was constructed by the State Department of Transportation. Three of the interchanges were constructed to interim standards and additional improvements to the facilities are required as
properties develop requiring increased access to the Interstate system.
The three interchanges are:
a. Palomar Airport Road b. Poinsettia Lane c. La Costa Avenue
In general, the needed improvements include bridge widening,
reconstruction or construction of on/off ramps, signalization of on/off ramps, roadway approaches, signing, striping and appurtanent work.
The State Department of Transportation does not fund additional improvements to these interchanges that are needed due to increased traffic generation from development of private lands.
The estimated construction cost of the improvements to the three interchanges are as set forth in Part I11 of this
Engineer's Report.
The exterior boundaries of the District are as shown on a map marked Exhibit "A" and being Part I1 of this Engineer's
Report. Properties that have been improved by the construction of structures and/or building permits have been issued and the issuance, of further buildings permits is extremely doubtful, have been excluded from the boundaries of
the proposed district. Exhibit "B" to this report is the current County Assessor's Parcel Maps for the area included

within the exterior boundaries as shown on Exhibit "A". These maps show the individual parcels that have been excluded from the District.
Exhibit "C" to this report is a numeric listing of assessor's parcel numbers from the current County Assessor's roll of all
parcels included within the District.
The San Diego Area Association of Governments (SANDAG) prepares traffic reports and analysis using projected traffic flows based upon full development of lands within the City of Carlsbad. These analysis were utilized to determine the exterior boundaries of the District.
For purposes of this proposed District, the following definitions have been used:

"Building Permit" means a permit required by and issued pursuant to Chapter 18.04 of the Carlsbad Municipal Code.
"Bridge" means a structure over a waterway, railway, freeway or canyon for the purpose of conveying vehicular traffic.
"Property" means any lot or parcel of land within the
exterior boundaries of the Proposed Bridge and Thoroughfare Benefit District No. 1 and subject to
payment of a fee.
"Project" means on any property subject to payment of a fee, any new or additional building, structure, or any land use change which increases the number of trips generated by the use of the lot or parcel.
"Trip" means an arrival at or a departure from a project
by any motor vehicle averaged over a one day period
(12:Ol p.m. to 11:59 p.m.1 as determined according to
the table of trip generation found in Part IV of this Engineer's Report. In using this table, the square footage of the building, structure or use shall include
all interior floor area of a building or structure, and all usable ground area of a use without a structure, except any designated open space area. Where the table establishes traffic generation for a project on the basis of square footage, acreage, or some other unit, the unit establishing the greatest number of trips shall
be utilized. When a project has more than one use the number of trips shall be calculated by adding together all the trips generated by each use. For uses not listed in the table the trips shall be calculated by the City Engineer.

METHOD OF FEE APPORTIONMENT
CITY OF CARLSBAD
BRIDGE AND THOROUGHFARE BENEFIT DISTRICT NO. 1
Funds for the construction of the bridges will be generated by fees collected as building permits are issued for development that does not exist today. Each type of development or land use will create a specific number of "trip generations" in a given 24-hour day. (See definition
of trip in Part I). Total trip generations can be predicted
based upon the City's General Land Use Plan to ultimate
development. Commercial uses such as banks, fast food
establishments, etc. often generate trips in conjunction with
another trip and may be considered double counting. Therefore, trip generations from land uses other than residential have been reduced in computing the Bridge and Thoroughfare fee for those land uses.
Dividing the total daily trip generation into the dollars to
be raised and needed for construction produces the fee per
trip generation to be collected.
The fee per trip generation, as hereinafter established, for
the various land uses shall be applied to the estimated
weekday vehicle trip generation rate as established in the
following table.

To increase fees in a bridge and thoroughfare district requires a mailed notice and hearing. Therefore, it is recommended to escalate the cost estimate. An inflation factor can be applied or a total debt service can be computed assuming long-term financing and immediate construction.
Utilizing the second method of long-term financing over 20
years at 7% interest will increase the project cost 89%.

The works of improvement will include bridge widening and reconstruction, including

The proposed boundaries of the District are all those properties included within the exterior boundaries of a map designated by the name of this District, which map has
been approved by the City Council and is on file in the Office of the City Clerk.
For particulars, reference is hereby made to said map as approved and on file.
ESTIMATED COST OF IMPROVEMENTS
The total estimated cost of the proposed bridge improvements, including escalation
and inflation for future construction, shall be as follows:
PALOMAR AIRPORT ROAD INTERCHANGE: $ 5,104,090.00 POINSETTIA LANE INTERCHANGE: $ 4,990,670.00
LA COSTA AVENUE INTERCHANGE: $ 5,443,370.00

on file in the Office of the City Clerk.
NOTE: This Bridge and Thoroughfare District is authorized
pursuant to Government Code Section 66484. No fees will be levied until such time as the property in the
area of benefit is to be developed and the property
owner applies for a building permit.

Dear Property Owner:
Accompanying this letter is a notice of a public hearing for August 12, 1986 of the Carlsbad City Council to receive public testimony on the proposed Bridge and Thoroughfare Benefit District. The hearing will begin at 6:OO p.m. in the City Council Chambers located at 1200 Elm Avenue, Carlsbad.
The Bridge and Thoroughfare Benefit District is being proposed to raise money to fund the construction of bridges which intersect
1-5 at Palomar Airport Road, Poinsettia Lane and La Costa Avenue
so they will be able to accommodate the increased traffic flow
created by new development.
The funds raised through this district will be generated from new development only. As development occurs, a bridge and thorough- fare fee will be collected at the time building permits are
issued to pay the future cost of these bridge improvements.
Approximately $18 million will be needed over the next twenty years in order to fund these improvements. Properties that are fully improved or have building permits will not be required to pay the additional bridge and thoroughfare fee.
The timing of these improvements is contingent upon new develop- ment. As new development occurs, demand or capacity on these bridges will increase and funds will have been collected to assure that the necessary improvements can be made in a timely fashion.

A. The purpose of this district is to assure that the needed fmds to widen and
improve the bridges that intersect 1-5 at Palmar Airport Road, Poinsettia
Lane and La Costa Averue will be available and paid for as development
occurs. These projects are necessary to maintain adequate traffic
circulation at these major intersections.

A. As new development occurs within the district, a fee will be collected at
the time 5uildiq permits are issued to pay for these three bridge improvement project s.

A. There will be no effect, unless landowners develop their property. Then, as
