RECOMMENDED ACTION:
Adopt Resolution No. &d33-, approving expenditures from the Civic
Arts Fund.
ITEM EXPLAaATION
The Arts Commission recommends to the City Council that as the first
public art project, a sculpture be commissioned for the Safety and
Service Center plaza sea. It will be funded from the 1% arts fund
as authorized in accordance with Chapter 2.18 of the Carlsbad Muni-
cipal Code.
The Arts Commission approved the following process for selection:
A selection committee consisting of the Fire Chief, Police Chief,
three Arts Commissioners, an artist and the architect was appointed.
The committee reviewed local sculptors' work from slides and photo-
graphs. Approximately fifteen were invited to submit. From these,
the committee has requested six proposals. A final selection will
be recommended by the selection committee to the Arts Commission.
The total cost of the project is not to exceed $12,000 ($10,000
for the sculpture and up to $2,000 in related costs).
FISCAL IMPACT
Expenditure from the Civic Arts Fund is not to exceed $12,000.
Approximately $194,000 will remain in the Civic Arts Fund.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING
EXPENDITURES FROM THE CIVIC ARTS FUND AS
MANDATED BY ORDINANCE NO. 1279.
WHEREAS, Chapter 2.18 of the Carlsbad Municipal Code governs the
Carlsbad Arts Commission and establishes the Civic Arts Fund for publi.
and
WHEREAS, expenditures from the Civic Arts Fund require City Counc
approval; and
WHEREAS, the Arts Commission recommends approval of a sculpture t
placed in the plaza area of the new Safety and Service Center complex;
WHEREAS, the Arts Commission advises a maximum cost of $12,000 SI
be appropriated to fund the artist's commission and related administr;
costs;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
Carlsbad, California, authorizes expenditures from the Civic Arts Fun

The project site again was discussed. Both the meeting rooms
and plaza area were considered. The concensus was a sculpture
in the plaza would have more impact but the meeting rooms also
would be good location.
The following artists were discussed, printed material and
slides shown.

The first meeting of the Selection Committee was held in the Librarj
Conference Room at 3 p.m., May 27, 1986.
The committee discussed location, type of artwork and process for
selection.
They decided there were three possible locations for public art, th
lobby, the meeting rooms and the outside area.
The committee worked out the following timeline.
Invitation to submit proposal - June 2
Proposals due ----------------- June 20
June 23 Committee selection -----------
June 27 Artist's final proposal -------
Commission approval ----------- June 30
City Council approval --------- July 1 or 8
Contract signed --------------- July 9
Final work of art ------------- October 1
The committee was leaning towards sculpture in the outdoor plaza.
Names for possible artists were suggested and the committee asked
Connie Beardsley to bring a minimum of 10, preferably more, slides
of recommended artists to the next meeting.
The next meeting will be held in the Library Conference Room on
Monday, June 2 at 2 p.m.
The meeting was adjourned at 4:45 p.m.

Re : Safety & Service Center Artwork from X for Art Program
The Arts Commission approved the guidelines for selecting a work of
art for the Safety and Service Center.
A designated selection committee will assume the following responsi-
bilities:
1. Select medium for artwork
2. Decide which artists will be invited to submit proposals
3. Determine amount of $ to be spent on work of art
4. Decide location of artwork at site
5.

Recommend final selection to arts commission with final approva:
Set a time line to assure that commissioned work of art will be
from City Council
installed for grand opening
7. Review of installed work to assure its conformance with contracl
specifications
The seven member selection committee will include:
Police Chief Jimno (or appointed delegate)
Fire Chief Thompson (or appointed delegate)
Architect( or interior designer)
Muriel Roston - arts commissioner
Ted Frye - arts commissioner
Dona Meilach - arts commissioner
Professional artist in medium selected (to be determined by selecti
commit tee)
The first meeting of the selection committee will be on Tuesday May
at 3:30 in the Library Conference Room.
