ITEM EXPLANATION
The request is for approval of a site development plan to ren

It is recommended that the Planning Commission ADOPT Resolutic
Nos. 2553 and 2554, APPROVING SDP 85-17/V-373 based on the findings and subject to the conditions contained therein.
11. PROJECT DESCRIPTION
The applicant is requesting approval of a site development pli
remodel an existing duplex located at 2643 Ocean Street withir
Beach Area Overlay Zone. The Beach Area Overlay Zone require:
approval of a site development plan prior to issuance of any
flew parking spaces, a two-car garage, a one-bedroom unit at tt
second story, an addition to the existing two-bedroom unit of
second story bedroom and bath, and the transformation of the existing one-bedroom unit at the lower level into a recreatior area. Variances are requested for tandem parking, compact parking, and an engineering standards variance for the drivel
cut.

DISCUSS ION
The issues apparent upon review of the project focused on the requirements of the Beach Area Overlay Zone. Specifically, building height and parking were the immediate concern. The

While the applicant is providing the proper number of parking spaces to comply with the Beacn Area Overlay standards, their size and spatial arrangements do not meet ordinance requiremen'.
Tne ordinance requires all dwellings to have two full sized
resident parking spaces. The two dwelling units have three
full sized and one compact space. Twenty percent of the visitc
parking spaces may be provided as tandem parking if the garage!
are set back at least twenty feet from the front property line! Fifty-five percent of the visitor parking may be provided as compact spaces. The applicant is requestinq a variance to allc
one hundred percent of the visitor parking to be tandem and
compact (one space), as well as, allowing one compact residenti
space. The applicant is also requesting a standards variance
for a driveway cut.
Staff believes all of tne necessary findings can be made for
approval of the variance requests. The coastal bluff location an exceptional constraint to the buildable area of this lot,
making it difficult to comply witn the requirements of the zoni
ordinance. This request does not increase tne number of dwelli units, rather it brings the existing unit count into conformanc
With the development standards of the Beach Area Overlay to the
extent possible. Precedence for the approval of this variance has already been established, since a number of variances nave already been granted on Ocean Street to allow setback reduction parking reductions, and driveway width increases. The
Engineering Department has reviewed the standards variance
request (see attached memo) and is able to support the
application of a variance in this situation.

The project is in conformance with the General Plan, since thc
General Plan calls for residential development on this site. Staff believes- that approval of this action would serve to materially benefit the property in the vicinity, and, therefoi
recommends approval of SDP 85-17/V-373 . .-
ENVIRONMENTAL REVIEW
The Planning Director has determined that this project qualifi
for a Class 1 categorical exemption under the California Environmental Quality Act.

Engineering staff has reviewed the above mentioned applicatio
including the proposed 36' wide driveway. The proposed drive width of 36' includes (2) transitions which provides a 30' wi opening. The current standard opening is 30' maximum, the proposed driveway meets this requirement.
The current standard frontage of driveway is 40%, this projec
proposes 72%. Staff could support a variance to this standar based on the following:
