It is recommended that the City Council ADOPT Resolution No.
Pfc., «£•~5 , establishing Performance Standards for the Growth
Management Program.
ITEM EXPLANATION
This is a request for City Council approval of the Performance
Standards which will be used in conjunction with the implementation
of the Growth Management Ordinance. Adoption of the standards is
required by Section 21.90.080 of the Ordinance. The standards will
be used for the following:
(1) Developing the informational data base for the City
wide facilities and improvements plan;
(2) Establishing the phasing schedule for development in
each one of the local facility management zones; and
(3) Most importantly, to provide a mechanism to
continually monitor the adequacy of public facilities
and services as development occurs.
Compliance with the performance standards is the key to making the
Growth Management Program work. If at any time, facilities or
services fall below the standards, no additional development will
be permitted within the local facilities management zone until the
standard is met or arrangements satisfactory to the City Council
guaranteeing the facilities and improvements have been made.
The performance standards are contained on Exhibit "A" to attached
City Council Resolution No. f'it S~}T~ • In establishing the
standards, staff used as a basis or starting point the service
standards that are presently included as part of the existing
Public Facilities Management System (PFMS). However, as the City
Council is aware, the standards in PFMS have only been used for
informational purposes in the past. They have not been used to
control the rate of development in the City. Therefore, the
standards had to be updated, refined and expanded.
The performance standards now being recommended have not been
tested in terms of reviewing and analyzing management, phasing and
financing plans. Staff is at the point in the Growth Management
Work Plan, however, where we are ready to start utilizing and
testing the standards. Therefore, it is essential that they be
approved by City Council at this time. If staff determines before
September 20, 1986 that there is a need to make slight adjustments
to any of the standards. City Council approval will be requested at
that time.

City Council will notice that there is one standard; Open Space,
which was not previously discussed in detail but was added by the
City Council when the Growth Management Ordinance was adopted.
Staff is recommending that the Open Space standard be a minimum 15%
of the land area in each local zone exclusive of non-developable,
environmentally constrained land. Compliance with this standard
should result in approximately 35 to 40% of the total land area in
the City being Open Space when the City is fully built out.
FISCAL IMPACT
There is no fiscal impact to the City associated with the adoption
of the Performance Standards.
ENVIRONMENTAL REVIEW
A Negative Declaration for the Growth Management Program was
approved by the City Council on June 12, 1986.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ADOPTING PUBLIC FACILITY
AND SERVICE PERFORMANCE STANDARDS TO BE USED IN
IMPLEMENTING THE GROWTH MANAGEMENT PROGRAM AS
REQUIRED BY ORDINANCE NO. 9808 (GROWTH
MANAGEMENT ORDINANCE)
WHEREAS, on June 24, 1986, the City Council introduced
Ordinance No. 9808 which established a Growth Management Ordinance
for the City of Carlsbad; and
WHEREAS, one of the primary purposes of Ordinance No.
9808 was to prevent growth unless adequate public facilities and
services to serve the growth is provided when they are needed in a
phased and logical way; and
WHEREAS, standards are needed to be able to adequately
determine the timing for public facilities and services and to
assess whether they are being provided in a phased and logical way;
and
WHEREAS, standards are needed to provide a mechanism to
continually monitor the adequacy of public facilities and services
as growth occurs; and
19 1 WHEREAS, Section 21.90.080 of Ordinance No. 9808 requires
20 the adoption by City Council Resolution of Performance Standards;
21 NOW, THEREFORE, BE IT RESOLVED by the City Council of the
22 City of Carlsbad, California, that the Public Facility and Service
23 Performance Standards as contained on attached Exhibit "A" are
24 hereby adopted and shall be used in the implementation of Ordinance
25 No. 9808 - The Carlsbad Growth Management Ordinance.

provided prior to any development.
Sewer plant capacity is adequate for at least
a five year period.
Line capacity to meet demand for entire Local
Facilities Management Zone as determined by
the appropriate water district must be
provided prior to any development.
A minimum 10 day storage capacity in overall
system.
Drainage facilities must be provided for as
required by the City in the approved Master
Drainage Plan.
No road segment or intersection in the zone or
impacted* by development in the zone shall
exceed a service level C during off-peak hours,
nor service level D during peak hours.
* Impacted - 20% or more the traffic generated
by the Local Facilities Management Zone will
use the road segment or intersection.
No more than 1500 units outside a five minute
response time.
1500 sq.ft./1000 population must be scheduled
for construction within a five year time
period.
3 acres of park/1000 population in park
