PLN CARLSBAD - AGENDI TITLE: AUTHORIZING A TRAFFIC IMPACT STUDY AND INTERIM.FEE FOR THE'PORTION OF THE CITY NOT COVERED BY THE LA COSTA AREA STUDY. RECOMMENDED ACTION: DEPT. HD. CITY ATTi.-A CITY MGR. ADOPT Resolution No. r', and Resolution No. (,( D authorizing the Mayor to enter into an agreement with Barton- Aschman Associates, Inc. for a traffic impact study in the remainder of the City similar to that prepared for the La Costa area at a cost not to exceed-$85,000, and authorizing the collection of an Interim Traffic Impact Fee pending the results of the study. ITEM EXPLANATION In conjunction with the overall Growth Management Program, there exists a need to determine the current and future circulation adequacy throughout the City. A similar study on a smaller scale was -just completed for the La Costa area and this study would address those areas not previously examined. As staff indicated in the original agenda bill for the La Costa area study, the balance of the City would be reviewed when the La Costa Study was complete and approved by City Council. The purpose of the study now being recommended will be to do just that. It is also needed as part of th- City's on -going monitoring process of compliance with the adopted circulation performance standards for each of the approved Local Facility Management Zone Plans. Due to the time constraints in place to finalize the framework for the Growth Management Program, staff is recommending that the formal bidding process be waived in order to allow staff to contract with Barton"Aschman for this study. Staff believes that this firm's work on the La Costa Traffic Impact Fee Study provides them with the necessary background to accomplish the remaining traffic impact study. Also as A by product of this study, staff will be provided with a computerized traffic model so that City staff can evaluate the impacts of new development on the City's traffic circulation system on an in-house basis. The information obtained will be utilized to identify the current and long-term traffic impacts, propose alternatives necessary to solve or mitigate these impacts, prepare the cost estimates of the alternatives, recommend phasing of the alternatives and develop the appropriate fee schedules.
