HD) MTG. 9- M-Pd DEPT. p & R RECOMMENDED ACTION: CITY ATTY CITY MGR FOR CONTRACT CUSTODIAL SERVICES AT CERTAIN CITY BUILDINGS Council adopt Resolution No. 867.3 authorizing the City Clerk to advertise for bid for contract custodial service at miscellanec City facilities. ITEM EXPLANATION: Custodial service is needed at certain City facilities including the Branch Library, Levante Center, Colonial Mall office of City employees, and three buildings at Holiday Park (Kruger, Scout, "Holiday House") . All of these buildings were maintained by contract service five days per week during the 85-86 fiscal year. Informal bidding process was previously used as each service was contracted at various times throughout the year. Contract custodial service benefits the City by providing the services to small job sites throughout the City at a cost savings. The contractor is responsible for all cleaning equipment; trans- portation between work sites; hiring, training and supervision of workers; providing continuous service regardless of worker vaca- tion/sick leavejabsenteeism, etc.' The City will provide paper products and the contractor will supply all other products and materials. FISCAL IMPACT: The cost estimate is $16,800 for annual service. Funds are available in Fiscal Year 86-87 Building Maintenance "Custodial Services" account number 001-820-5320-2484. EXHIBITS: 1. I 4 1 2 3 4 5 6 7 8 g 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 0 0 RESOLUTION NO. 8673 A RESOLTUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING THE SPECIFICATIONS AND AUTHORIZING THE ADVERTISEMENT OF BIDS TO PROVIDE CUSTODIAL SERVICES TO SPECIFIC CITY BUILDINGS WHEREAS, the City Council recognizes the need to perfori custodial services at certain City buildings, and WHEREAS, providing contract custodial service has been determined by City staff to be cost effective to the City of Carlsbad, NOW, THEREFORE, BE IT RESOLVED, that the City Council o City of Carlsbad does hereby authorize the advertisements for bids and approves the specifications involved with providing custodial services to certain City buildings, a copy of which is attached hereto as Exhibit A and made a part thereof. PASSED, APPROVED, AND ADOPTED at a regular meeting of th City Council of the City of Carlsbad, California, held on 15th day of July , 1986, by the following vote to wi AYES: Council Members Casler, Lewis, Kulchin, Chick and Pettine NOES: None ABSENT: None / ATTEST: /rr*AL ALETHA RAUTENKRANZ, City C (Seal) 0 0 GENERAL INFORMATION FOR BIDS CONTRACT CUSTODIAL SERVICES FOR CITY The Contractor will furnish and maintain insurance including Public Liability, Workers' Compensation in accordance with the laws of the State of California. The Contractor will provide, maintain, and repair their own equipment. City will provide all paper products; Contractor will provide all other chemicals and supplies needed to maintain the facilities. COMPLIANCE The Contractor shall comply with all Federal, State, County and City Statutes, Ordinances and Regulations. SUPERVISION The Contractor shall provide on-site supervision of all workers. The City Building Maintenance Supervisor and/or Custodian I1 shall monitor the custodial services contract and act as the City's liaison with the Contractor. PRE-BID WALK THRU A pre-bid walk thru will be held on starting at 8:OO a.m. from City Hall Lobby. Bidders are urged to call 438-5571 to leave name of company and representative's name. CUSTODIAL SERVICE HOURS All work shall be performed during non-use hours, Monday through Friday, between the hours of 8:OO p.m. and 8:OO a.m. Any change in work hours by the Contractor must be approved, in advance, by the Building Maintenance Supervisor. 0 0 CUSTODIAL SERVICE SPECIFICATIONS FOR CARLSBAD BRANCH LIBRARY - 7750 I'M" El Camino Real LEVANTE COMMUNITY CENTER - 3035 Levante Street The following tasks will be performed five days a week, Monday through Friday, excluding City holidays; schedule may be altered by the City with work to be performed on Saturdays, after 1:OO p.m. at some future time. 1. Maintain windows and mini-blinds 2. Vacuum and spot carpet 3. Dust all flat surfaces 4. Remove cobwebs 5. Clean restrooms 6. Stock towels in restrooms 7. Maintain outside walkway, in front of Library 8. MONTHLY: Check outlet covers. Clean windows inside and outside. Wax tile floors. Clean walls. Clean doors and handles.
