Introduce Ordinance No. 3200 installing stop signs on Babilonia Street, Corintia Street and Luciernaga Street at El Fuerte Street. ITEM EXPLANATION Alicante Road is classified as a Secondary Arterial roadway and extends from Alga Road southerly to Corte De La Vista (formerly Alfil Way). El fuerte Street is also classified as a Secondary Arterial roadway and extends from Corte De La Vista northeasterly to Alga Road. Alicante Road and El fuerte Street are essentially road with a name change occurring at the intersection of Corte De La Vista. one Current practice is for the location of stop signs controlling access to through streets to be approved by Ordinance and included in the Carlsbad Municipal Code after a traffic study is completed to determine if a street should be designated as a through street. Of the thirteen (13) intersections along Alicante Road/El Fuerte Street, seven (7) have a right- of-way control. Therefore, Condition C is met and a Through Street designation can be recommended for Alicante Road from the intersection of Corte De La Vista to Alga Road and for El Fuerte Street from the intersection of Corte De La Vista to Alga Road. At the May 5, 1986 Traffic Safety Commission meeting, the Commission unanimously recommended the Through Street designation as discussed above. Approval by the City Council will allow for the installation of stop signs on the minor streets intersecting Alicante Road and El Fuerte Street that currently do not have stop signs. Altisma Way will require a stop sign at two (2) locations where it intersects Alicante Road. One of these stop signs will replace an existing yield sign on Altisma Way. FISCAL IMPACT Installing seven (7) stop signs will cost approximately $735.00. Funds are available in Account No. 001-820-5110-2665. EXHIBITS 1. Location Map. 2. The City Council of the City of Carlsbad, California, hereby ordains as follows: SECTION 1: That Title IO, Chapter 10.28 of the Carlsbad Municipal Code is amended by the addition of Section 10.28.360 to read as follows: "10.28.360 Alicante Road. Drivers shall stop where the following described streets intersect Alicante Road: Alga Road Zamor a Way Altisma Way Altiva Place Pomplona Way Corte De La Vista." EFFECTIVE DATE: This ordinance shall be effective thirty days after its adoption, and the City Clerk shall certify to the adoption of this ordinance and cause it to be published at least once in .the Carlsbad Journal within fifteen days after its adoption.
