H AB#= TITLE: CARLSBAD TRACT NO. 84-13 CITY AT MTG. 08/05/86 DEPT. ENG ( BEARMAN ) CITY MC RECOMMENDED ACTION: FINAL MAP Approve Final Map of Carlsbad Tract No. 84-13 (Bearman). ITEM EXPLANATION Engineering staff has completed checking the final map of Carlsbad Tract No. 84-13, a IO-unit condo project located on Olive Avenue west of anc adjacent to A.T.&S.F, Railroad tracks for conformance with the Subdivisior Map Act and the Carlsbad Municipal Code. The final map conforms substantially with the Conditions of Approval and the tentative map as approved by Planning Commission on December 24, 1984, per Planninc Commission Resolution No. 2389. This project is located in the northwest quadrant and shown on Exhibit "A' of Ordinance No. 9791 as an infill project and was therefore exempt fron the moratorium. This map was technically filed with the City in confor. mance with Section 20.12.100(d) of the Municipal Code prior to July 20 1986 and therefore is not subject to the provisions of Ordinance No 9808. FISCAL IMPACT This project is estimated to generate sewer connection fees o approximately $10,000.00 and Park-in-lieu fees of approximately $5,240.0 (IO multiple family attached at $524.00 per unit). The exact amount o Public Facilities Fees are unknown until the applicant submits application for building permits. The project should also generate Water Capital Fee estimated at $1,360.00 per unit. Traffic Impact Fees do not apply to thj project as the tentative map was approved prior to Ordinance No. 9791. No detailed economic impact analysis of this development has bee conducted. While increased operating expenses related to this developmer are expected to be offset from increased tax or fee revenue, no exac percentage of offset can be predicted.
