"Seawall Storm Drain Interceptor.
On June 10, 1986, the City Council approved a consultant
agreement for the design of the Seawall Storm Drain Interceptor
from Walnut Avenue to Tamarack Avenue. The contract documents
(including plans and specifications) have been prepared and are
recommended by staff for approval at this time. It is also
recommended that staff be authorized to advertise for bids to
construct the interceptor storm drain system.
The environmental assessment for this project was included in the
Seawall EIR #84-2, certified by the Council on January 7, 1986.
The State Parks easement for the seawall project incorporates all
required right-of-way. The U.S. Army Corps of Engineers and
State Lands Commission permits for the Seawall will incorporate
these agencies' permit requirements for the interceptor project
as well. The Coastal Commission Permit will also be considered
concurrently with the permit for the Seawall at the Commission's
September meeting. All permits and required right-of-way
documents will be obtained prior to award of the construction
contract for this project.
Construction of the storm drain interceptor must precede the
Seawall in order to prevent over-the-bluff discharge of any storm
water collected by the twenty-two (22) existing storm drains
which this project will intercept. Construction of this project
was mandated by the U.S. Army Corps of Engineers, the Coastal
Commission, the California Department of Boating and Waterways,
and the California Department of Parks and Recreation to provide
the necessary protection for the Seawall as well as a condition
of State funding.
FISCAL IMPACT;
The 1986-87 C.I.P. budget includes $750,000 of Redevelopment
funds for the construction of this project. The Engineer's
estimate for the construction portion of this project is
approximately $500,000. Sufficient funds exist in the project
account to construct this project.
This project will alleviate an existing drainage deficiency
within a portion of the downtown redevelopment area, as well as
serve to upgrade the storm drain system in Carlsbad Boulevard.
Total City contribution budgeted for the project is $750,000
thereby exempting this project from Proposition H.

5 WHEREAS, the City Council of the City of Carlsbad has
6 determined it is necessary and in the public interest to
7 construct the Seawall Storm Drain Interceptor; and
8 WHEREAS, plans and specifications for the furnishing of
9 all labor, material, tools, equipment, transportation, and
10 other expenses necessary or incidental for said project,
11 Contract No. 3229, have been prepared and are on file in the
12 Municipal Projects Department of the City of Carlsbad and are
13 incorporated by reference herein;
14 NOW, THEREFORE, BE IT RESOLVED by the City Council of the
15 City of Carlsbad, California, as follows:
16 1. That the above recitations are true and correct.
17 2. That the plans and specifications as presented are
18 hereby approved.

1 3. That the City Clerk of the City of Carlsbad is hereby
2 authorized and directed to proceed to publish, in accordance
3 with law, Notice to Contractors inviting bids for the
4 construction of the Seawall Storm Drain Interceptor in
5 accordance with the plans and specifications hereinabove
6 referred to.
7 PASSED, APPROVED AND ADOPTED at a regular meeting of the
8 Carlsbad City Council held on the 12th day of August
9 1986 by the following vote, to wit:
