HD. t)Jt'.Y CITY ATTY V£8 CITY MGR.~ After closing the public hearing, that the City .council consider the closure of Olympia Drive at Elm Avenue by the construction of a cul-de-sac at the end of Olympia Drive> approve a request for a Standard Variance, and A!iopt Resolution No. tf.26 o closing Olympia Drive at the Elm Avenue intersection. ITEM EXPLANATION At the July 8, 1986 City Council meeting, several op bions we re discussed to help mitigate the sight distance restriction that exists on Elm Avenue westerly of Olympia Drive. Staff was instructed to investigate three options: 1. An additional signal at Olympia Drive; 2. Removing the retaining wall on the ·southwest corner of the intersection; and 3. Close Olympia Drive by construction of a non-standard cul-de-sac. None of the traffic signal warrants are met for a signal to be installed at Olympia Drive, althougn if installed, it is possible to connect the two signijl operations using the existing controller. Primary disadvantages of two signals .in close proximity of each other at th.is location are conflicts with left turn movements onto and off of Elni Avenue at Olympia Drive, traffic progressiun, possible increase in accidents and probable objection by the 'local residents. Numerous complaints were received when the signal was installed at Concord Street, ranging from the signal be.ing too bright at night, unsightly, obstructing views_ and lowering property values. Staff cannot make a recommendation for a traffic signal at Olympia Drive. To increase sight dlstance along Elm Avenue, staff investigated whether one or both of the retaining walls located on the southwest corner of the ,intersection could be removed. It was determined that both would have to :be removed and one large retaining wall constructed immediately adjacent to the house to provide minimal increase in sight distance. Almost 15-feet of additional right-of-way would need to be obtained to relocate and construct the retaining wall. For this reason, staff does not believe this to be a viable option and cannot recommend that the wall be removed and reconstructed. Closure of Olympia Drive by constructing a cul-de-sac within the existing right-of-way of 56-feet has several advantages and disadvantages associated with it. Advantages of closure include: 1. Sight distance restriction on Elm Avenue wouid be eliminated; and 2. Violation of minimum intersection spacing is removed. -.._ .- Page 2 of Agenda Bill No. ic.j 3-#-I A non-standard cul-de-sac could be constructed as shown on Exhibit 2 prepared by Rick Engineering Company. A small amount of additional right- of-way would be needed for the sidewalk as shown on Exhibit 2. The property owner has indicated a willingness to grant this easement. The proposed cul-de-sac would not allow trash trucks to turn around without using the existing driveway and then backing up. Provided that no cars are parked on the cul-de-sac, Coast Waste Management and the Fire Chief have indicated that the backing maneuver is acceptable to them. Only one access onto Olympia Drive.will be available from Elm Avenue via Pontiac Drive. Therefore, several of the homes on Olympia Drive will have a small increase in the number of vehicles traveling on their street as motorists proceed to Pontiac Drive. At the Traffic Safety Commission meeting on July 7, 1986, several residents expressed a preference for Olympia Drive to remain open. A variance would be necessary to construct the non-standard cul-de-sac. City of Carlsbad Standards require that before any variance may be granted, certain finding3 be made. Findings for a variance are indicated on Exhibit 3, Request for Standard Variance. FISCAL IMPACT None. Standard Pacific of San Diego has indicated that they will finance the cost of the cul-de-sac roodifications (see Exhibit 4). In accordance with Section 18 of the Street Oeslgn Criteria of. the City Standards, the Planning Commission shall have the authority as an administrative act to grant variances to the City Standards provided the following findings can be met: 1. That t.here are extraordinary or unusual circumstances or conditions applicable to· the situation of surrounding property necessitating a variance of the Standards. 2. That the granting of such variance will not cause substantial drainage problems. 3. That the granting of such variance will not conflict with existing or future traffic and parking demands or pedestrian or bicycle use. 4. That the granting of such variance will not be detrimental to the public welfare or injurous to the property or improvements in the vicinity in whjch the variance is granted. 5. That the granting of such variance will not adversely affect the comprehensive general plan. City staff has reviewed the variance request and is making the recomr,1endation that follows in this meroorandum. 1. Location: Request: Reason: Intersection of Olympia Drive with Elm Avenue. That Olympia Drive be closed at Elm Avenue by the construction of a cul-de-sac within the existing 56-foot right-of-way, resulting in a substandard cul-de-sac. Along Elm Avenue there is a sight distance restriction west of Olympia Drive and the location of Olympia Drive is in violation of minimum intersection spacing along a secondary arterial. The only method of eliminating the sight distance problem is to construct a cul-de-sac. However, the ' • , ' . : • ,, . . : ' . ' - • ' . August 5, 1986 k!ck Engineering-Company Page 2 Staff cul-de-sac must be constructed within the existing 56-foot right-of-way, which is less than the standard width for a cul-de-sac due to the constructed homes within the area. The options of installing a traffic signal or removing the retaining wall are not justified by the cost and potential for correcting the traffic problems for the area. Recommendation: Approve. Explanation: Staff can find that unusual circumstances are applicable to this intersection for the reasons given above. Properly designed within the available right-of-way, the cul-de-sac will not cause drainage problems or be detrimental to the public welfare or adversely affect the General Plan. Granting the variance will not substantially affect existing or future traffic and pa~king demands, pedestrian or bicycle use.
