RECOMMENDED ACTION:
City Council adopt Resolution No. 87.5- adopting the classification of
Accounting Supervisor.
City Council adopt Resolution No. f73-7 revising the classification of
Senior Construction Inspector.
ITEM EXPLANATION
The Finance Department currently has 2 budgeted positions for Accounting
Technicians. The Personnel Department in concurrence with Finance recanmends
that a new classification be created entitled "Accounting Supervisor". It is
further recanmended that the 2 positions of Accounting Technician be reclassified to Accounting Supervisors. The two positions now are vacant.
Presently, the Accounting Technicians and the Account Clerks report directly to
the Assistant Finance Director.

RESOLUTION NO. 8756
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AMENDING THE CLASSIFICATION PLAN OF THE
CITY TO INCLUDE THE CLASSIFfCATION OF ACCOUNTING SUPERVISOR.
WHEREAS, the City Manager recommends and the City Council concurs, that the
classification of Accounting Supervisor should be included in the city's
Classification and Salary Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad
California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City Manager to add
the classification of Accounting Supervisor as described in Attachment A,
attached hereto and made a part thereof.
3. That the City Council authorizes and directs the City Manager to add
the title of Accounting Supervisor to the appropriate city salary plan at a
range of $761.55-$907.8.8 biweekly as shown on Attachment B, attached hereto an
made a part thereof.
4. That the City Council authorizes the City Manager to reclassify the 2
Accounting Technician positions in the Finance Department to Accounting .

ACCOUNTING SUPERVISOR
DEFINITION
Under general supervision, to supervise and direct a group of clerical employees engaged in the preparation, processing and maintenance of a wide variety of accounting or financial records; or supervises accounting clerical personnel and
cashiers; and to perform related work as assigned.
EXAMPLES OF DUTIES
Plans, directs, coordinates, assigns and reviews the work of clerical employees engaged in accounting clerical work.
Makes personnel and work assignments.
Arranges work schedules.
Establishes work standards.
Instructs and trains employees.
Reviews canpleted work.
Evaluates employee performance.
Performs a variety of canplex technical tasks involving the utilization of a
data processing based accounting system such as the development of foms and
requirements for data entry, the review and checking of data prior to data
entry, assignment of account classification codes and others.
Interprets the Carlsbad Municipal Code and City policies and procedures that
relate to accounting.
Assures that anrual business licenses are processed and that, upon receipt of canpleted forms and application, fees are collected and licenses issued in
accordance with municipal ordinances.
Determines that public inquiries regarding licenses, permits, utility billing, etc., are answered.
Supervises the collection and reconciliation of daily cash receipts.
Prepares correspondence .
Responds to citizen canplaints and inquiries.
Assists in budget preparation and administration.
Assists in the development and implementation of systems and procedures.
QUALIFICATIONS
Knowledge of
Goverrvnental accounting principles, procedures and processes governing the
receipt, custody, and expenditure of municipal fmds.
Modern office practices, procedures and equipment.
Principles and practices of municipal fiscal administration.
Data processing operations related to the maintenance of fiscal fmds.
Cost control and auditory procedures and practices.
Principles of supervision, training and performance evaluations.
Ability to
Deal tactfully and effectively with employees and the general public.
Plan, organize, direct, coordinate and review the work of a group of clerical
employees.
Compose letters and reports, maintain records, and prepare charts, graphs, and
tables.
Recommend and implement programs and procedures.
Analyze and solve a wide variety of accounting and fiscal problems.
Experience and Education
Any canbination equivalent to the experience and education that could likely
provide the required knowledge and abilities is qualifying. A typical way to
obtain the knowledge and abilities would be:
Experience
Three years of increasingly responsible experience in accounting or a
related field, including some supervisory experience.
Education
Eqdvalent to a bachelor's degree fran an accredited college or university
in accounting or a related field.

Resolution No. 8i5'7 SENIOR CONSTRUCTION INSPECTOR
Under general. supervision, to perform highly responsible construction
coordination and inspect ion work involving public works construction projects;
and to do related work as assigned.
DISTINGUISHING CHARACTERISTICS
This is responsible, journey level work involving construction coordination,
design and construction contract management, and on-site field inspection work
for a wide variety of public and private sector projects. The work involves a
high degree of day-to-day contact with architects, eqineers, general
contractors and construction trade specialists to assure that public facilities
are constructed in accordance with engineering standards, and City codes and
policies. Senior Construction Inspectors are distinguished fran the lower level
class of Construction Inspector in that the Senior Construction Inspector is
assigned a higher level of responsibility involving design and construction
contract canpliance work.

Supervise, plan and participate in conducting special and routine inspections of
private and public construction projects inspecting materials and workmanship to
assure canpliance with approved plans and specifications; inspect conditions
prior to the start of construction, during construction and upon campletion.
Assist contractors and ergineers in the review and interpretation of plans and
specifications for public. facility construction projects.
Assign, supervise and coordinate the work of construction inspectors and others
as assigned in contract canpliance and construction inspection work.
Assist in the review of progress payment billings and the assignment of progress
payment expenditures to the proper account code.
Perform a wide variety of general recordkeeping ad statistical report
preparation work related to public facility construction projects.
Assist in the preparation of construction progress status reports as assigned.
Check.rough and finish grading; installation of sewer, water and storm drain
lines, streets, curbs, gutters, and other facilities.
Inspect forms and subgrades prior to asphalt paving and concrete pouring.
Inspect of f-site irrigation and landscape systems.
Conduct inspections of abandoned wells, septic tanks and other facilities.
Note corrections and issue notices requiring modifications to work in progress.
Maintain log books and other records of inspection work.

Design and construction bid documents, plans, specifications, and contracts.

City procedures for the corduct of inspections, reporting of deficiencies and
notice of corrections to be made.
Abilitv to

Prepare and verify estimates of construction cost.
