LEVANTE STREET AT ROMERIA STREET INTERSECTION

The Traffic Safety Commission recommends that the City Council install stop
signs on Levante Street at the intersection of Romeria Street and Levante
Street.
ITEM EXPLANATION:
At the May 5, 1986 Traffic Safety Commission meeting this item was
discussed between staff and the Commissioners (see attached minutes). It was the unamimous recommendation of the Commission to install stop signs on
Levante Street at the Romeria Street intersection, since a new elementary
school would be constructed at that location. Staff was not in agreement
with the recommendation, as reflected in the meeting minutes.
The Traffic Safety Commission recommends that stop signs be installed on Levante Street at the Romeria Street intersection. Staff and the Traffic
Safety Coordinating Committee continue to have the position that this is an unwarranted location for stop signs and cannot support the recommendation
of the Traffic Safety Commission. If the City Council decides to install
stop signs at this location, an ordinance must be adopted by Council.
Staff has provided the ordinance with this agenda bill.
FISCAL IMPACT :
Installation of two (2) stop signs will cost $210.00.

Commissioner Erwin made a motion to place stop signs at the
following intersections on Levante and the intersecting
streets:
1. Levante and Romeria
2. Levante and Calle Madero
3. Levante and Nueva Castilla Way
At the time these signs are installed, the appropriate warnir
signs should be installed also.
Commissioner O'Day seconded the motion, and stated this was
a difficult position.

built at Levante and Romeria, he stated he was willing to tr)
these stop signs to see if it would help control traffic.
Commissioner Erwin stated he made this motion to help
regulate traffic. He did not know whether it would reduce
speed on the street, but felt it would help regulate the
traffic.
Chairman Fuller added he thought a stop sign would be
needed when the school was built.
Kent Sears commented on stop signs, stating the only reason
engineers install stop signs is to control the right-of-way;
who goes when. When an all-way stop is considered, it is
done to allow the minor street driver time to pull onto the
major street. From past studies on Levante, there is ample
time to enter the street at all three of these streets.
As far as speed reduction, Mr. Sears said it would reduce
speed within 100 to 200 feet of the stop signs, but otherwist
the speed would remain the same. Pollution, noise and
accidents would increase with the stop signs. There is no
reason to install these signs and the negative effects would
outweigh any positive result. He recommended against
installing these stop signs.,
Commissioner Erwin withdrew his motion, with the consent of
the second.

Traffic Safety Commission recommended, due to the
construction of the new elementary school at the corner of
Romeria and Levante, that stop signs be placed at that
intersection. At the time the signs are installed, the
appropriate warning signs will be installed.
ITEMS FROM TRAFFIC ENGINEER:
Kent Sears announced this would be his last meeting, as he
was leaving City employment.
The Traffic Safety Commission voted unanimously to wish Kent
Sears the best of luck in his new endeavors arid to thank him
for his service and consideration in the past.

On July 23, 1986 traffic counts were taken at the Levante Street and
Romeria Street intersection for a 48 hour period, ending on July 25, 1986,
(traffic counts attached).
The Average Daily Traffic (A.D.T.) on the streets is summarized as
follows :
Levante Street: 569 vehicles (westbound)
Levante Street: 1,010 vehicles (eastbound)
Romeria Street: 382 vehciles (southbound)
The above traffic volumes are very low for a 24 hour period and do not meet
the minimum traffic volume necessary for a stop sign. The minimum traffic
volume necessary to meet warrants is at least 500 vehicles per hour for any
eight (8) hours of the day, which would be a minimum of 4,000 vehicles for
that 8 hour period.

CHAPTER 10.28 OF THE CARLSBAD MUNICIPAL CODE
BY THE ADDITION OF SECTION 10.28.370 REQUIRING
STOPS ON LEVANTE STREET AT ROMERIA STREET

The City Council of the City of Carlsbad, California,
hereby ordains as follows:
SECTION 1: That Title IO, Chapter 10.28 of the Carlsbad
Municipal Code is amended by the addition of Section 10.28.370
to read as follows:
"10.28.370 Romeria Street. Drivers shall stop where the
following described street intersects Romeria Street:

EFFECTIVE DATE: This ordinance shall be effective thirty
days after its adoptions, and the City Clerk shall certify to
the adoption of this ordinance and cause it to be published at
least once in the Carlsbad Journal within fifteen days after
its adoption.

City Council held on the 19th day of August , 1986 by the

Dear Council Members:
The Encinitas Union School District is opening a school on Levante Avenue, Carlsbad in the winter of 1987. The school
is currently operating on two district sites with an enroll-
ment of five hundred and fifty students.
Levante Avenue is a busy street with no stop signs to slow
down traffic. Once the school is in operation, the intersection
of Romeria and Levante will become quite congested. The district believes that the safety of children can be better
served if a stop sign can be installed at the intersection of Romeria and Levante.
Your positive consideration of this matter would be appreciated.

This item was discussed at the May 5, 1986 Traffic Safety Commission. It was
not a scheduled item but was brought up by one of the Commissioners. They did
not a staff report to review, but Mr. Sears tried to explain why the stop
signs were unwarranted.

Levante Section 22352
of the California Vehicle Code also specifies that a 25 MPH prima facie speed limit shall be in effect when passing a school building or the grounds when children, are going to or leaving such school during opening or closing hours or
during Ehe noon recess period.
Chapter 10 of the State of California Department of Transportation Traffic
Street has a 25 MPH speed limit posted along the street.
Manual, entitled School Area Pedestrian Safety, provides the criteria to use in
Drovidina for the safetv of students enroute to and from school. It discusses
buch isiues as school ‘signs and markings, school safety patrol, pedestrian
walkways, policies, and school safety advisory committees. It does not discuss the installation of stop signs, the warrants for installation of stop signs
being established by the Manual on Uniform Traffic Control Devices (MUTCD).
The primary function of a stop sign is to assign right-of-way to crossing
streams of pedestrians, bicyclists and motor vehicles to share the same
intersection. Installation of a stop sign at locations where they are unexpected should generally be avoided, as the stop sign may lead to an increase
in accidents. Stop signs should only be installed where traffic and roadway
conditions are such that the signs are necessary. The basic criteria (policy) that establishes the need for stop signs is commonly referred to as Stop Sign
Warrants.
Stop Sign Warrants contained in that policy are adopted from nationally accepted
criteria and only those intersections that meet the minimum warrants should be
considered for stop signs. Any of the following conditions may warrant a multi- way stop sign installation:
.
1. Where traffic signals are warranted and the need is urgent, the four-way stop is an interim measure that can be installed quickly to control traffic
while arrangements are being made for the signal installation.

2. An accident problem, as indicated by five or more reported accidents of a
type susceptible of correction tiy a four-way stop installation in a 12-month period. Types of accidents susceptible of correction include right angle and left turn collisions.
3. Minimum volume warrant:
a. The total vehicular volume entering the intersection from all
approaches must average at least 500 vehicles per hour for any eight hours of an average day, and
b. The combined vehicular and pedestrian volume from the minor street or
highway must average at least 200 units per hour for the same eight
hours with an average delay to minor street vehicular traffic of at least 30 seconds per vehicle during the maximum hour.

C. . When the 85-percentile approach speed of the major street traffic
exceeds 40 miles per hour, the minimum vehicular volume warrant is 70 percent of the above requirements.
A stop sign has been installed on Romeria Street where it intersects Levante
Street. No stop signs have been installed on Levante Street in the past since warrants for stop signs are not met on that street. Traffic engineers use the warrants to determine stop sign locations to ensure that their decision is
uniform and consistant each time a stop sign request is investigated. A school
location is not given by the MUTCD as one of the warrants for installing stop signs and should not be the only reason for installing stop signs.
Traffic volumes are low, (see attached volume count), and do not meet the
warrants for a stop sign. The last time an accident occurred at the
intersection was April 1980. This request has been reviewed by the Traffic
Safety Coordinating Committee with the recommendation that no stop signs be
installed on Levante Street.
