ITEM EXPLANATION: On May 20, 1986, the City Council authorized the advertisement for bids for the above referenced project. Three (3) sealed bids were received on July 1, 1986, as follows: 1. Southland Paving 2. A. 8. C. Construction 3. Southcoast Asphalt $32,841.46 $41,223.00 $49,089.12 The Engineer’s estimate for the construction portion of this project was $35,600.00. Full street improvements will be installed for a distance of 240 feet fronting one (1) lot at 2410 Appian Road (near Elm Avenue). The property owners have executed two (2) grant deeds: a temporary construction easement needed to construct proper slopes, and a dedication of easement for road purposes. All other properties in the immediate neighborhood are already improved to City standards. The project includes curb, gutter, sidewalk, asphalt pavement and slope planting. Some tree and fencing will be removed from the expanded right-of-way with the fencing to be relocated as part of the project. FISCAL IMPACT: There is no current appropriation for this project. Funds in the amount of $44,372.00 from the unappropriated balance of the General Capital Construction Fund account No. 300-941 to the project account are required for the construction, inspection, soils testing and administration costs of this project. A summary of the recommended project funding is as follows: Design Engineering Charges $ 5,030.48 Construction 32,841.46 Project Management, Soils Testing, and Inspect ion 4,500.00 (est.) E 7 E s 1c 11 12 12 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Ca RESOLUTION NO. 8766 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING BIDS, APPROPRIATING FUNDS AND AUTHORIZING THE EXECUTION OF CONTRACT NO. 3167 WHEREAS, the City Council of the City of Carlsbad, ifornia has instituted proceedings pursuant to the provisions of Chapter 27 of the llImprovement Act of 1911", being Division 7 of the Streets and Highways Code of the State of California, for the construction of certain authorized improvements designated as (hereinafter r WHEREAS, in a special assessment district known and ASSESSMENT DISTRICT NO. 86-2 (APPIAN ROAD) ferred to as the "Assessment District"); and this. legislative body has held a public hearing and given notice in the manner and form as required by law, and a period of sixty (60) days has lapsed since notice was given directing that the work be performed, and said construction has not been commenced or completed at this time, and this City Council is now desirous to proceed to cause the completion of said improvements and all appurtenances; and WHEREAS, this legislative body specifically finds that construction was not commenced within sixty (60) days after notice was given, and that this City Council now has jurisdiction to proceed to cause the completion of said works of improvement; and WHEREAS, sealed bids have been received for the doing of the works of improvement described in the Resolution Ordering 19 I/ 2o 21 22 23 24 25 26 27 28 I ~ I Improvements, and this City Council is now desirous to proceed to award a contract to the lowest responsible bidder; and WHEREAS, the low bid received for the widening was submitted by Southland Paving, in the amount of $32,841.46; and WHEREAS, a current appropriation for this project does not exist; and WHEREAS, funds in the amount of $44,372.00 are required for this project; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council has determined that construction has not been commenced or completed since notice was given that the works be performed. 3. That the City Council further determines that it now has jurisdiction to proceed to cause the completion of said works of improvement. 4.
