ER 8-26-86 RECOMMENDED ACTION: City Council adopt Resolution No. 677 4 adopting the classification description for Transportation Planner. u FA MISCELLANEOUS SALARY PLAN FOR TRANSPORTATION PLANNER TITLE: CITY ATTY CITY MGR. a- ITEM EXPLANATION On April 15, 1986, City Council authorized the position of Transportation Planner in Resolution No. 8502. Staff now recommends that the Council adopt the classification of Transportation Planner and make the necessary modifications to the Miscellaneous Salary Ranges. The City of Carlsbad has reached a point in its development where it is desirable to employ more sophisticated methods in dealinq with day-to-day issues of proper planninq for the City's overall circulation system. This can best be accomplished through the addition of a Transportation Planner to the City staff. With the addition of this position, it would then be wssible to divide traffic/transportation into three different areas of responsibility. Planning would be responsible for determininq where roads are necessary and make recommendations on the City's needs concerning aliqnment, circulation, etc. This individual would also provide staff support and input on projects for staff reports. Engineering would provide technical support concerninq how best to design the roadways; and Utility Maintenance would provide the maintenance and siqnal repair, etc. As Council is aware, this is an area which needs the best possible expertise and guidance available. FISCAL IMPACT The recommended salary for the Transportation Planner is SI453 - $1854 biweekly. This equals $37,778 - $48,204 on an annual basis. The position is included in the budget for FY86-87. EXHIBITS I Resolution NO. 87 7s/ 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 8774 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMSBAD, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN OF THE CITY TO ADOPT THE CLASSIFICATION OF TRANSPORTATION PLANNER WHEREAS, the City Manaqer recommends and the City Council concurs, that the classification of Transportation Planner should be adopted and included in the City's Classification Plan. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California,, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City Manager to add the classification of Transportation Planner as described in Attachment A, attached hereto and made a part thereof. 3. That the City Council authorizes and directs the City Manager to add the title of Transporation Planner to the Professional Employees Salary Schedule at the range of $1,453 - S1,854.43 bi-weekly as shown on Attchment R, attached hereto and made a part thereof. RAUTENKRANZ, City Clerk J d ( SEAL) - TRANSPORTATION PLANNER Attachment A DEFINITION Under general direction, to assume responsibility for technical transportation ,planning work involving both current and long range planning, as assigned; to perform difficult and complex professional staff work including analysis and evaluations of technical data concerning transportation issues and their impact upon the City; recommend improvements to City programs and policies which impact upon transportation and land use. EXAMPLES OF DUTIES Assist in the development and implementation of goals, objectives, policies and priorities. Review and recommend improvements to City programs and policies which impact upon transportation especially as it pertains to land use. Work with developers, architects, engineers and others involved in privately sponsored residential, commercial, and industrial projects; to coordinate work involving traffic sys tems . Review and analyze traffic reports submitted by developers/private traffic engineers. Review private development projects for transportation system adequacy, in harmony with other engineering factors such as geometric design, drainage, sight distance, grades, slopes and pedestrian facilities. Assist in the preparation of conditions to be placed upon new development to ' assure future traffic safety and transportation system efficiency. Review and analyze environmental impact reports in terms of traffic impacts. Coordinate and participate in overall transit planning for the City. Collect and analyze data, conduct special studies and perform other work necessary to maintain an up-to-date circulation element to the General Plan; analyze and recommend traffic and transportation policies and standards; assure effective coordination with surrounding transportation systems. Make recommendations to the Planning Department and to other City departments relative to public transportation improvements to be made by the City. Assist in formulating and updating the Public Facilities Fee Construction Program, and the City's Capital Improvement Program. Coordinate and research State and Federal transportation programs as they relate to city programs and policies. 3 TRANSPORTATION PLANNER (Cont'd) Prepare written reports on transportation planning related projects. Represent the City in the community and at professional meetings as required. Coordinate transportation planning related activities with other City departments and divisions, and with outside agencies. QUAL IF I CATIONS Knowledne of: Principles and practices of planning as applied to transportation planninglengineering. Techniques of preparing reports and recommendations related to traffic planning as it relates to land use. Municipal operations as they relate to other City departments and d ivi sions . Local, state and federal laws pertaining to vehicular traffic. Abilitv to: Perform technical transportation planning work of a complex nature with a minimum of supervision. Analyze traffic data and traffic flow networks. Relate transportation system planning to other planning and engineering factors. Establish and maintain cooperative relationships with those contacted in the course of work. Communicate clearly and concisely, orally and in writing. Experience Three years of increasingly responsible professional work experience in the field of transportation planning/engineering. Education Equivalent to a bachelor's degree from an accredited college or university with major work in planning, community development, urban design, transportation engineering or related fields. A master's degree in planning with emphasis on transportation or a related field is desirable. 2 TRANSPORTATION PLANNER (Cont'd) Professional California registration as a Professional Traffic Engineer, Professional Civil Engineer, or both, is desirable. A Masters Degree in City Planning with an emphasis in Transportation Planning may be acceptable in lieu of registration as a Traffic Engineer.
