ITEM EXPLANATION: In order to expedite the business session of the annual league conference Angeles, October 19 - 22, 1986, the League of California Cities has requl that each City Council designate a voting representative and an alternatc general business session will be conducted on Tuesday, October 21, 1986. The City's voting delegate will be able to pick up the City's voting Carl League Registration Desk at the conference. EXHIBITS: 1. All cities s be represented at the Business Session on Tuesday afternoonr October 21, at 2:OC in the Los Angeles Convention Center. To expedite the conduct of business at this important policyinaking meeting, eac Council should designate a voting representative and an alternate who will be pr at the Business Session, The League Constitution provides that each city is ent to one vote in matters affecting municipal or League policy. A voting card will given to the city official designated by the City Council on the enclosed "votir delegate form." If the Mayor or a mehr of the City Council is in attendance i Conference! it is expected that one of these officials will be designated as thc delegate, Howevers if the City Council will not have a registered delegate at i Conference but will be represented by other city officials, one of these officii the very up-beat theme "Celebrating California Cities." Please forward the enclosed "voting delegate form" to the Sacramento office of 1 League at the earliest possible time, so that the proper records may be establi; the Conference, The voting delegate may pick up the city's voting card in the : Registration Area at the Los Angeles Convention Center. Each member city with city officials registered at the Annual Conference has a right to cast one vote on matters pertaining to League policy. 2, To cask khe city's vote a city official must have in his or her possessj the city's voting card and tx registered with the Credentials Committee, 3. Prior to the Annual Conference, each city should designate a voting delegate and an alternate and return the Voting Delegate Form to the League for use by the Credentials Corranittee. 4. The voting delegate or alternate may pick up the city's voting card at 1 voting delegates' desk in the Conference registration area. 5. Free exchange of the voting card between the voting delegate and alterni is prmitted. 6. If neither the voting delegate nor alternate is able to attend the Business Session, the voting delegate or alternate may pass the voting card to another official from the same city by appearing in person befo a representative of the Credentials Cmittee to make the exchange. 7. Qualification of an initiative resolution is judged in part by the validity of signatures. Cnly the signatures of city officials whop according to the records of the Credentials Committee, are authorized t use the city's voting card and who have left a sample of their signatur on the Credentials Committee's register will be approved. 8. It is next scheduled for hearing before the Resolutions Committee. Resolution No. 71 supports legislation to provide that property taxes in areas newly annexed to cities undeveloped prior to annexation will be distributed in a manner similar to the distribution of property taxes within areas already located within the annexing city. As amended by the Committee on Revenue and Taxation, Resolution No. 71 also apportions property tax revenues to include low and "non-sharing" property tax cities to receive not less than ten percent (10%) as an equitable allocation from annexed areas. Inasmuch a5 the Legislative battle to correct property tax distribution inequities continues, it is imperative that California cities take action now to insure that all local agencies will receive a fair and equitable share of this revenue. On behalf of the City Council of the City of Carson, I urge you to take immediate action in support of League of California Cities Resolution No. 71.
