CITY ATTY V^Q P.ITY MGR. ^^- o UJ§ zo I_<oz oo RECOMMENDED ACTION: Council approve Resolution No. 2F 7^ ^j allowing Rusing Enterprises to conduct a two day Jet Ski Tournament at Agua Hedionda Lagoon on October 4th and 5th, 1986. ITEM EXPLANATION; Rusing Enterprises Inc. has requested approval to conduct a two day Jet Ski Tournament at Agua Hedionda Lagoon on October 4th and 5th, 1986. (Attachment "A") At the August 18th meeting of the Parks and Recreation Commission, the request was reviewed and unanimously approved with the specific dates to be finalized by staff and Greg Rusing. The City of Carlsbad is presently named as additionally insured by Rusing Enterprises Inc. in the amount of one million dollars. In addition, the International Jet Ski and Boating Association will provide a certificate of insurance naming the City of Carlsbad as additionally insured for one million dollars. The event is sanctioned by the International Jet Ski and Boating Association. Specific tournament information is provided by Chris Harmon, Lagoon Patrol Specialist. (Attachment "B") The use of the lagoon by the general public during September to March is considered very light; no problems are anticipated. During the event, those who launch a ski boat or jet ski will go directly from the ramp to the beaches and open area south of the sand bar via the east channel. The counter-clockwise traffic pattern will continue, except in the marina area north of the sand bar during the event. The seasonal patrol ends prior to this event. Parking for participants and spectators will be provided on Snug Harbor Marina's property. FISCAL IMPACT; The tournament will be conducted without cost to the City. An indirect benefit may result from the participants and others staying in Carlsbad for the two day event. EXHIBITS; 1. Resolution No. IT 7 2. That the above recitations are true and correct; and 2. Approve the use of Agua Hedionda Lagoon by Snug Harbor Marina to conduct jet ski races on dates specified above; and 3. That the City has the option to cancel the use of the lagoon for jet ski races, at any time, for safety or liability concerns. Box 6215 Laguna Niguel, California 92677 July 14, 1986 Mr. Greg Busing SNOG HARBOR MARINA 4215 Harrison Street Carlsbad, California 92008 Dear Greg Rusing: This letter will serve as a follow-up to our conversation we held last Thursday. As stated my company in cooperation with Dana Point Jet Ski would like to sponsor a series of Jet-Ski races in the Snug Harbor Marina. As agreed considering the area we require is not that great, closing the Harbor to the public would not be necessary. Also I indicated our races would be sanctioned by the International Jet-Ski Boating Association which would provide us with liability insurance. We hope you agree to the terms mentioned for the first race (in September) which gives you the entire gate and concessions. Also discussed, the possible profit chang-±ilg~ plan in future races if feasible. I hope these terms meet with your approval and enable us to commence planning as soon as possible. As you know our intentions are to get in this race before the end of the season and then plan a winter series. As you know we intend to present a very well organized and exciting event which will necessitate our commencement of planning as soon as possible. There are three separate categories within the race structure. They are: 1) Oval Course Race 2) Out and Back Agility Race 3) Freestyle Event All race activity will take place in the Snug Harbor area north of the sandbar. The first day consists of separate heats to determine who will be able to race in the semi-finals and finals on the following day. A heat usually has 5 to 6 riders. Thirty participants overall are usually expected to enter these contests. NOTE: Impact on other lagoon users will be minimal due to the larger skiing area, beaches, south of the sandbar. This area will be used for take-offs, drop-offs and general skiing and boating activity during these contests.
