APPROVE PLANS AND SPECIFICATIONS AND
RECOMMENDED ACTION:
Adopt Resolution No. 8$Oa approving plans and specificatioi
and authorizing the City Clerk to advertise for bids for ti
remodeling of City Hall.
ITEM EXPLANATION:
On August 18, 1986, the City Council adopted Resolution No. 84
approving a consultant agreement with Rob Quigley and Associat
to perform architectural services for the remodeling of Ci
Hall. Attached by reference are the plans and specificatio
which will be bid to affect the remodeling.
Improvements to the existing City Hall facility will include tl
addition of internal walls, rerouting of electrical, mechanic
and plumbing facilities, cernplete recarpeting and repainting
all offices, bringing restroom facilities to current handicapp
requirements, and purchase of a minor amount of addition
furnishings.
In addition to the remodeling of the City Hall facility, interi
modifications to the modular office units fronting Elm Aven
will result in expanded work area for the Purchasing Department
office personnel and supply stores.
Modifications to the City Council Chambers will include bringi
the restrooms to current handicapped standards mandated by Sta
and local building codes, constructing a small pressroom equipp
with television monitor and work area, installing floor
ceiling glass panels and doors at the rear of the Chambe
separating the lobby from the interior seating area, installi
_-mounted remote camera cradles in three (3) locations to enab
Carlsbad Cablevision to operate their equipment from an adjace
mobile television vehicle, and repainting, recarpetin
reupholstering the audience seats, and general refurbishment
the entire Chambers.
The improvements will be bid immediately with work estimated
begin approximately the first week of November. The remodeli
of the City Hall facility, modular office units, and City Counc
Chambers will be phased so as to minimize disruption
administrative operations.

FISCAL IMPACT:
The City Council has appropriated $200,000 in the 1986-87 C.I.
budget to remodel City Hall. This estimate was assembled sever
months ago with a scope of work limited to interior improvemen
in the vacated City Hall, exclusive of an assessment of t
modular office units and Council Chambers. In reevaluating th
project, staff expanded the original scope of work to inclu
both the modular office units and the Council Chambers to ta
advantage of the opportunity to address much needed improvemen
in both of these areas in the most economical manner possibl
The exact cost of the expanded remodeling project will
determined at the time of receiving bids and subsequent review
the City Council.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE ADVERTISEMENT
FOR BIDS THE REMODELING OF CITY HALL.
WHEREAS, the City of Carlsbad has awarded a contract for
an architectural remodeling of City Hall; and
WHEREAS, the architectural firm of Rob Quigley ai
Associates has completed plans and specifications for sa
work; and
WHEREAS, The City Council has previously appropriati
funds in the amount of $200,000 in the 1986-87 C.I.P. budgc
for the remodeling.
NOW, THEREFORE, BE IT RESOLVED by the City Council of tl
City of Carlsbad, California:
1. That the above recitations are true and correct.
2. That the City Clerk of the City of Carlsbad is here
directed to advertise for bid the attached plans a
specifications for the remodeling of City Hall which are
