RECOMMENDED ACTION:
TITLE:
AMENDING THE CLASSIFICATION AND SALARY
CITY MGR.~ PLAN AND AMENDING 1986-87 BUDGET TO
INCLUDE MESSENGER POSITION
Adopt Resolution No. r'/ a , amending the classification plan to include the
classification description of Messenger.
Adopt Resolution No. Rwl-3 , approving a fund transfer of $32,535 from the

prepared a classification description and appropriate salary for a messenger
position. The salary range recommended is $14,392.04 -- $17,037.54.
There is a demonstrated need for a Messenger, and a direct cost-savings in this
service. It is recommended that the position of Messenger and the costs related
to the postion be added to the 1986-87 budget.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, AMENDING THE
CLASSIFICATION PLAN OF THE CITY TO INCLUDE
THE CLASSIFICATION OF MESSENGER.
WHEREAS, the City Manager recommends and the City Council concurs, that tt
classification of Messenger should .be included in the City's Classification ar
Salary Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbac
ifornia, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City Manager to rev:
the classification of Messenger as described in Attachment A, attached, hereto
and made a part thereof.
3. That the City Council authorized and directs the City Manager to add
the title of Messenger to the appropriate City salary plan as shown on
Attachment €3, attached hereto and made a part thereof.

WESSENGER
DEFINITION
Under general supervision, drive a City vehicle to collect, sort and deliver
interdepartmental and U.S. mail; and to do related work as assigned.
EXAMPLES OF DUTIES
Keep records on postage to be charged to each department.
Sort U.S. mail after posting and deliver to post office.
Collect and deliver interdepartmental and U.S. mail.
Keep records on special delivery, registered and certified mail.
Drive a City automobile, van, or light truck.
Operate mail processing equipment.
QUALIFICATIONS
Knowledge of
City geography and location of City facilities.
Rules of safe vehicle operation.
Work safety methods.
Proper lifting techniques.
Defensive driving techniques.
California Motor Vehicle Code.
Ability to
Communicate effectively in person and over the telephone.
Safely drive an automatic transmission vehicle.
Understand and follow oral and written instructions.
Schedule workload.
Deal courteously with other City employees and the public.

Sort internal mail by department and U.S. mail by zip code.
Keep simple records'.
Perform simple arithmetic, including percentages and decimals.

provide the required knowledge and abilities is qualifying.

OF CARLSBAD, CALIFORNIA, APPROVING A FUND
TRANSFER OF $32,535 FROM THE GENERAL FUND
CONTINGENCY ACCOUNT AND APPROPRIATING THE FUNDS
WHEREAS, the City Manager recommends and the City Council concurs, that il

the 1986-87 Budget;
WHEREAS, funds are available in the General Fund Contingency Account;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbac
California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes the transfer of funds from fie Gene
