RECOMMENDED ACTION:
Both the Planning Commission and staff are recommending that the
City Council direct the Attorney's Office to prepare documents
APPROVING SNC- 23.
ITEM EXPLANATION
A duplication of street names currently exists between Forest
Avenue, located off of Highland Drive, north of Las Flores; and
Forest Street which is located east of Monroe in Hosp Grove. To
eliminate this duplication and to prevent possible confusion in
Police/Fire communications the City has initiated a street name
change for Forest Street, the newer of the two streets. There
are only three residents who would be affected. Changing
Forest Avenue was ruled out because of the number of people
residing on that street.
On July 30, 1986, the Planning Commission voted unanimously to
approve the proposed change. For further information please see
the attached report to the Planning Commission.
ENVIRONMENTAL REVIEW
The Planning Director has determined this project to be exempt
from environmental review pursuant to Section 19.04.070(12) of
the Carlsbad Municipal Code.
FISCAL IMPACT
A small amount of staff time will be needed to install a new
street sign and to alter existing maps. In addition, some
inconvenience will be borne by the three existing households on
Forest Street.

WHEREAS, the Planning Commission of the City of Carlsbad, I 1
by adoption of Resolution No. 2569, recommended changing Forest I

WHEREAS, a public hearing to consider the subject street
name change was held by the City Council on September 23, 1986; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, as follows:
1) That the City Council approves SNC-26 per Exhibit "A"
attached to this resolution; and
2) That the findings of the Planning Commission contained
in' Resolution No. 2569 constitute the findings of the
city Council in this matter; and
3) The City Clerk shall notify all affected public
agencies of the change; and
4) All affected street signs will be changed immediately
upon the effective date of the City Council
Resolution.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 23rd day of September, 1986, by
the following vote, to wit:

A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING
APPROVAL OF STREET NAME CHANGE FROM FOREST
STREET TO WINTERGREEN DRIVE LOCATED JUST EAST
OF MONROE, WEST OF EL CAMINO REAL AND SOUTH OF
MARRON ROAD.
APPLICANT: CITY OF CARLSBAD

WHEREAS, a name conflict exists with Forest Street, which
is east of Monroe and west of El Camino Real and Forest Avenue
which is west of Highland Drive and west of El Camino Real, both c
which are located south of Marron road; and
WHEREAS, Forest Avenue is located in an area that has bee
developed for many years and Forest Street in McKellar Homes tract
is newly developed; and
WHEREAS, pursuant to the provisions of the Municipal
Code, the Planning Commission did on July 30, 1986, hold a duly
noticed public hearing to consider said proposed street name
change; and
WHEREAS, at said public hearing, upon hearing and
considering all testimony and arguments, if any, of all persons
desiring to be heard, said Commission considered all factors
relating to the street name change; and
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning
Commission as follows:
A) That the above recitations are true and correct.
B) That based on the evidence presented at the public hearing,
the Commission recommends APPROVAL of SNC-22 based on the
following findings:

1) That the street name change would eliminate an existing
duplication of names; and
2) That the street name change would not adversely impact the
City's street name policy; and

SUBJECT: SNC-23 CITY OF CARLSBAD Request for a street name
change from Forest Street to Wintergreen Drive,
generally located east of Monroe, south of Marron and
west of El Camino Real.
I. RECOMMENDATION
That the Planning Commission ADOPT Resolution No. 2569
recommending APPROVAL of SNC-23 based on the findings contained
therein.
11. PROJECT DESCRIPTION AND BACKGROUND
It was brought to the City's attention that a duplication of
names exists regarding Forest Street and Forest Avenue. Forest
Avenue is in an older established neighborhood while Forest
Street is in a fairly new project. To eliminate the duplication,
the City has initiated a name change for the newer street (Forest
Street). Currently there are only three residences that will be
affected by the'proposed name change. Developers of the two
tracts affected by the name change, McKellar Homes and Vista De
La Valle, were contacted and the City subsequently negotiated the
mutually acceptable name of Wintergreen Drive.
111. ANALYSIS
Planning Issue
Is the proposed street name consistent with the City's street
naming policy?
DISCUSSION
City Council Policy No. 20 establishes a policy for naming and
changing the names of Carlsbad streets. In approving any name
change both the justification for the replacement name and any
effect of the change on other streets must be considered. The
major justification for the proposed name change is that it
would eliminate confusion on the part of safety personnel as
well as others who are trying to locate specific addresses.
Carlsbad Fire and Police Departments have reviewed the proposed
name change and have indicated the benefits of such a change.
The city's Street Name Policy also addresses the effects of
street names by establishing a coordinated system for naming
streets. The City is divided into seven geographical areas.
Each area is designated according to acceptable classes of names
(birds, cities, famous names, etc.). The area in question would
allow any non-conflicting name. The proposed name, Wintergreen
Drive, would not conflict with any other street name in the
city.
In conclusion, the proposed street name change from Forest
Street to Wintergreen Drive is justified because it would
eliminate duplication and thus possible confusing situations.
In addition, the street name change is consistent with the City's
street naming policy and it would not adversely affect other
street names in the City. Therefore, Planning staff recommends
APPROVAL of SNC-22 Forest Street to Wintergreen Drive.
IV. ENVIRONMENTAL REVIEW
The Planning Director has determined that this project is exempt
from environmental review pursuant to Section 19.04.070(12).
