ITEM EXPLANATION; On August 12, 1986, the City Council for bids for the construction of Drain Interceptor project. Two (2) August 27, 1986, as follows: 1. Peter C. David Company 2. JWM Engineering authorized the advertisement the Carlsbad Boulevard Storm sealed bids were received on $496,792.16 577,330.70 Staff has spent considerable time analyzing the low bid for this project. City staff, the City's design engineer, and the City's resident project inspector met with representatives of the low bidder on September 16, 1986 to discuss the project in detail. Following that meeting and subsequent exchange of correspondence between City staff and the low bidder, it is the recommendation of the Municipal Projects Department that all bids for this project be rejected and that staff be directed to immediately readvertise for bids for the construction of this project. With reference to Section 20166 of the State of California Public Contracts Code, the City Council may, in its discretion, reject all bids and readvertise for the project. The California Coastal Commission has approved the City's application for the required Coastal Development Permit for this project. Read vertisement of bids for this project may cause some delay and conflict with the contractor constructing the adjacent Carlsbad seawall project. Staff will minimize those delays and conflicts by seeking to coordinate both projects in an efficient and timely manner. FISCAL IMPACT Budgeted funds in the amount of $750,000 are available in the 1986-87 Capital Improvement Program account No. 810-840-3410-3229 for this project. That all bids received for the construction of the Carlsbad Boulevard Storm Drain Interceptor project are hereby rejected in accordance with the provisions of Section 20166 of the State of California Public Contracts Code. 3. That the City Clerk is hereby directed to readvertise for bids for said project.
