ENG HTG. 10/07/86 RECOMMENDED ACTION: TITLE: FUEL-EFFICIENT TRAFFIC SIGNAL MANAGEMENT PROGRAM GRANT APPLICATION Adopt Resolution No. p83 / authorizing the Fuel-Efficient Traffic Signal Management (FETSIM) Program Grant Application. IJEM EXPLANATION The Fuel-Efficient Traffic Signal Management (FETSIM) Program was instituted in the State of California in 1982. It is sponsored by the California Energy Commission and the California Department of Transportation. of the primary objectives of the program is to help cities reduce stops, delays, fuel consumption and air pollutants by the development and implementation of more effective traffic signal timing plans, One The FETSIM Program provides grants to local agencies to fund all aspects of optimal signal timing, data collection, the development of timing plans, implementation, and special field studies. El Camino Real and Elm Avenue are the two arterials for which the application is being made (see Exhibits 1 and 2 for intersection locations). A total of seventeen (17) signals are located in the two systems. To optimize signal timing on El Camino Real, the City of Oceanside has indicated a willingness to have the City of Carlsbad serve as lead agency in applying for a grant for the timing of the entire system as shown on Exhibit 1. CALTRANS is expected to similarly cooperate for the timing of their signals at the on/off ramps for El Camino Real and Elm Avenue. If the City of Carlsbad is selected, a consultant would be hired to conduct the data gathering, data coding, computer model calibration, optimization, and field implementation. The City Engineer's office will administer the contract and oversee the work and attend several workshops to gain hands-on experience with the signal timing techniques of TRANYST, the computer program to be used in the FETSIM Program. FISCAL IMPACT All consultant fees will be paid for by the grant. The state's share (Grant) is $20,500.00. It is estimated that staff time will amount to approximately $4,500.00. CALIFORNIA, AUTHORIZING THE FUEL-EFFICIENT TRAFFIC SIGNAL WHEREAS, the City of Carlsbad recognizes that it is in the interest of the national economy to promote the conservation of energy resources and to reduce our nation's dependence on costly foreign oil; and WHEREAS, fuel efficient traffic signal management by the City of Carlsbad I I will provide benefits to the local community in the form of improved traffic 1 I I flow, reduced fuel consumption, reduced vehicle operating costs, reduced air , pollutant emissions, and improved safety due to smoother flow; and I WHEREAS, funds have been established and are available through the California Department of Transportation for grants to local governments for efficient traffic signal management projects; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of I Carlsbad, California, as follows: I 1. That the above recitations are true and correct. 2. The City Council of the City of Carlsbad authorizes the submittal of an application to the California Department of Transportation for a Fuel Efficient Signal Management Grant. 3.
