The Planninq Commission and staff are recommending that the City
Council APPROVE the Negative Declaration issued
Planning Manager and introduce Ordinance No. ZC-336.
ITEM EXPLANATION
This item is a zone change from R-1, Residential Single Family to
RP(Q) Residential Professional with the Q Overlay for a .4 acre
parcel owned by the city. The property is located adjacent to the
Carlsbad Public Library's parking lot. The proposed rezone would
allow for the expansion of this parking area.
The Planning Commission found that the proposed RP-Q zone is
consistent with the site's General Plan land use designation of 0,
Professional and Related Commercial. Also the Planning Commission
found that the use proposed in this zone, an expansion of the
library's parking area would be compatible with surrounding
residential land uses. Per the requirements of the Q Overlay the
Planning Commission approved a Site Development Plan for the
expansion of the existing library parking lot. This site
development plan expanded the number of parking spaces in the lot
from 55 to 99 and revised the circulation pattern for a better
traffic flow. The site development plan was conditioned to ensure
that the parking lot would have no adverse impacts on existing and future residential uses to the north, east or south.
Through staff review and Planning Commission hearing, all issues
on this matter have been satisfactorily resolved.
ENVIRONMENTAL REVIEW
The Land Use Planning Manager has determined that this project will
not cause any significant impacts and, therefore, has issued a Negative Declaration, dated September 14, 1985. The Planning
Commission recommended approval on September 25, 1985. A copy of
the environmental document is on file in the Land Use Planning Off ice.
FISCAL IMPACT
The Engineers estimate for construction of the library parking lot
is $82,000. $90,000 is available in the 1985-86 adopted CIP budget for this project.

The City Council of the City of CarlSbad, California,
does ordain as follows:
SECTION 1: Title 21 of the Carlsbad Municipal Code is
amended by the amendment of a zoning map for a zone change from R-1
to Residential-Professional (Qualified) (RP-Q) on property as
shown on the map marked ZC-336, Exhibit "A", attached hereto and
made a part hereof.
EFFECTIVE DATE: This ordinance shall be effective thirty
days after its adoption, and the City Clerk shall certify to the
adoption of this ordinance and cause it to be published at least
once in the Carlsbad Journal within fifteen days after its
adoption.
INTRODUCED AND FIRST READ at a regular meeting of the
Carlsbad City Council held on the 15th day of October I

The proposed zone change to Residential-Professional (Qualified) (RP-Q) is consistent with the (0) Professional and
Related designation as shown on the Land Use Element of the General Plan.
The site is physically suitable for the zone being proposed
since the site is adequate in size and shape to accommodate the uses permitted under the proposed zone.
The project is consistent with all City public facility pol- icies and ordinances since:
a) All necessary public improvements have been provided or will be required as conditions of approval.
The proposed project will be compatible with the surrounding future land uses.
This project will not cause any significant environmental impacts and a Negative Declaration has been issued by the Land Use Planning Manager on September 14, 1985 and approved by the

SUBJECT: ZC-336/SDP 85-10 - CITY OF CARLSBAD - Request for a zone change from R-1 to RP(Q) and approval of a site development plan to allow the City Library to expand the existing parking lot to the east.
I. RECOMMENDATION
It is recommended that the Planning Comnission recommend APPROVAL
of the Negative Declaration issued by the Land Use Planning Manager and ADOPT Resolutions No. 2490 and 2493 APPROVING ZC- 336/SDP 85-10based on the findings and subject to the conditions contained therein.
11. PROJECT DESCRIPTION
The applicant is requesting a zone change from R-1 to RP(Q) on a
.40 acre parcel adjacent to the City Library. This would permit expansion of the existing parking lot. is being processed concurrently. Forty-two additional spaces would be provided to the existing 55 for a total of 97 spaces. The circulation pattern through the existing lot also would be improved.
The General Plan designation for the site is (0) Profesional and Related Commercial. The terrain is relatively level; it slopes gently to the east. crops in the past. Properties to the north, east and south are occupied by single family residences or are vacant. the west is the Library and City Hall. south are zoned similarly to what is being proposed, RP(Q).

General Plan Consistency
The Residential-Professional zone with a Qualified (Q) Development Overlay is consistent with the General Plan designation of (0) Professional. The intent of the R-P zone is to provide certain low-intensity professional uses in locations
that are in close proximity or are adjacent to residential areas.
Libraries, parking lots, and public buildings are permitted uses within that zone. The (Q) Overlay allows the City to review and approve a site plan at this time and for any future development
that may occur on the property. This is desirable and appropriate since the property is located next to residentially zoned parcels .
Land use Compatibility
Staff believes the zone change would not adversely impqct . surrounding properties. The .Library and Elm.Avenue. abut the . proposed project to the west and south, respectively.. If and when the property to the north is developed residentially, this project is conditioned to provide a landscape buffer, and a six-
foot high wall. The required side or rear yard setback of a
future residential project will also serve to separate the two uses. The City is contemplating purchasing the parcel to the north.
Traffic/Circulation
The proposed project will change the existing parking and circulation pattern of the Library parking lot. these changes will be an improvement to the present situation.
Elm Avenue going west toward the Library to locate a parking
space. often the driver has to exit the lot and turn left crossing westbound traffic onto Elm to drive to the more easterly entrance drive to try again. Under the proposed project, cars would enter from both driveways and follow a one-way traffic pattern through the lot. Vehicles will not be forced to exit onto Elm while
still looking for a parking space.
Staff believes

The Fire Department was consulted regarding possible impacts on
the departure of emergency vehicles from cars stacking up to make a left turn into the first driveway entrance. This is a concern because that entrance is directly across from the fire station driveway. The Department indicated that no problems would be incurred by an exiting fire truck; at most it could be delayed by ten seconds.

Since the- zone change is consistent with the General Plan, additional traffic impacts are not anticipated. The proposed project is not considered a traffic generator, but rather a traffic facilitator.
Compliance With Z-oning
The proposed site development plan complies with the underlying RP zone for the two applicable standards. First, a parking lot is a permitted use within the zone; second, a wall will be constructed along the north and east property lines where the lot adjoins residentially zoned parcels. Density, lot width, setbacks, height limits and lot coverage are not applicable to
the proposed parking lot since no structure is being built.
The proposed project also must comply with parking space requirements of Chapter 21.44, Uses Generally. The Library, under current standards, is required to provide 98 parking spaces, 25 percent of which may be compact, or 24 spaces. These requirements are now met. Up to this point the Library had not met the parking standards, having about 25 spaces when the facility opened in 1968 and one expansion of 25 more in the- late , .
1970's.
In conclusion, staff believes the proposed zone change will improve traffic/circulation of the City Library, will not be incompatible with surrounding uses, and is consistent with the General Plan designation for the site. The site development plan has met the standards of the applicable underlying zones. Therefore, staff recommends approval of 2C-336.
IV. ENVIRONMENTAL REVIEW
The Land Use Planning Manager has determined that this project will not have a significant effect on the environment and, therefore, has issued a Negative Declaration on September 14,
1985.
