RECOMMENDED ACTION:
Adopt Resolution No. m3-q adopting the Police Salary Schedule effective
September 1, 1986.
ITEM EXPLANATION
On April 22, 1986, City Council adopted Resolution No. 8519 approving a
Memorandum of Understandinq with CPOA. The tern of the memorandum is for
approximately two years expiring on 3une 30, 1988.
The MOU stipulates that a salary survey be conducted during September, 1986.
The purpose of the salary survey is to determine the average top step merit
salary amorg the eligible agencies and to raise Carlsbad's top step merit
salaries to eqd the county wide average. Article 8.2 and 8.3 identifies the
procedures which were used in gathering and interpretinq the salary data in
order to accanplish the agreed to adjustments. Salary adjustments are
retroactive to September 1, 1986.
The survey results indicate that salaries of Police Sergeant, Senior Police
Officer, Police Officer, Recods and Commcnications Supervisor and Commmicators
I and I1 need to be increased by 3.9%. The survey data has been jointly
reviewed and appoved.
FISCAL IMPACT
Cost of salary adjustments and related benefits is $87,991 for the remainder of
the 1986-87 fiscal year to be supported by a transfer fran the contingency fmd.
The contingency f md balance will be $998,011.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CAPlSRAD, CALIFORNIA, ADWTING THE
POLICE EMPLOYEES' SALARY PLAN OF THE CITY
WHEREAS, representatives of manaqernent and the Carlsbad Police Officers'
Association conducted neqotiations pursuant to the Meyers-Milias-Rrown Act,
regardinq wages and other terns and conditions of employment for the period
March 24, 1986 through 3une 30, 1988; and
WHEREAS, said representatives reached aqreenent and submitted the Memorandum
of Understanding to the City Council which was approved; and
WHERFAS, the Memorandum of Understandinq required the canpletion of a salary
survey during September, 1986, in order to make necessary salary adjustments,
and that said survey has been conducted accordingly; and
WHEREAS, the survey results have been identified in the Police Department
Salary Schedule, marked Exhibit A, and incorporated by reference herein; and
WHEREAS, fmds for this salary adjustment are available in the City's
c ont ing e ncy account .
NCW, THEREFORE, SE IT RESOLVED by the City Counci of the City of Carlsbad,
California, as follows:
1. That the &we recitations are true and correct.
2. That the Police Department Salary Schedule is hereby accepted.
3. That the amount of $87,994 is hereby transferred fran the City's
continqency account to the various Police Department salary accounts.
