Adopt Resolution No.
Plan for the positions of Police Chief, Police Captain and Police Lieutenant.

ITEM EXPLANATION
On April 22, 1986, City Council adopted Resolution No. 8519 apprwing a
Memorandum of Understanling with Carlsbad Police Officers' Association which
expires on 3une 30, 1988.
The MOU stipulates that a salary survey be conducted during September, 1986, to
determine the average top step merit salary for Police Officer. Carlsbad's top
step merit salaries shall equal the county wide average. Article 8. identified
the procedures used to accanplish the agreed to adjustments. Salary adjustments
are retroactive to September 1, 1986. The salary of Police Officer and related
classifications will be adjusted 3.9%.
According to Council Policy Statement No. 36, salary increases qranted to CPOA
will be passed through to the police management employees as they are qranted to
other bargaining units. Therefore, the salary for Police Chief, Police Captain
and Police Lieutenant must be adjusted by 3.9%, retroactive to September 1,
1986.
FISCAL IMPACT
Cost of salary adjustments and related benefits is $16,680 for the remainder of
the 1986-87 fiscal year to be supported by a transfer fran the contingency
fmd. The contingency fmd balance will be $981,331.

A RESOLIJTION OF THE CITY COIJNCIL OF THE CITY OF
CARLSBAD, CFLIFORNIA, ADOPTING AN AD3USTMENT TO
THE MANAGEMENT SALARY PLAN FOR THE POSITIONS OF
FIRE CHIEF, POLICE CAPTAIN AND POLICE LIEUTENANT.
WHEREAS, Council Policy Statement No. 36 specifies that general salary
increases granted to police bargaining units shall be passed through to police
manqement employees; and
WERFAS, the Carlsbad Police Officer Association received a 3.9% salary
increase effective September 1 , 1986.
NOW, THERBORE, RE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the abwe recitations are true and correct.
2. That the 3.m salary increase qrantd to CPOA will be passed through to
the Police Chief, Police Captains and Police Lieutenants, retroactive to
September 1, 1986.
3. That the mount of $16,680 be transferred fran the Contingency Fund to
support these salary adjustments.
4. That the Management Salary Plan set forth in Exhibit A, attached hereto
and made a part thereof, is adopted.
