RECOMMENDED ACTION:
Adopt Resolution No. 88s-6 adopting the Miscellaneous Employees' Salary
Schedule effective September 1 , 1986.
ITEM EXPLANATION
On June 25, 1985, City Council adopted Resolution No. 8077 and 8078 approving a
Memorandum of Understarding with CCEA which expires on 3uly 1, 1987.
The second year of the MOU stipulates that a salary survey be coducted during
September, 1986. The purpose of the salary survey is to detenine the average
top step merit salary among the eligible agencies and to raise Carlsbad's top
step merit salaries to equal the county wide average. Article 8.E identified
the procedures used to acconplish the agreed to adjustments.
are retroactive to September 1, 1986.
Salary adjustments
The average salary increase was 4.2% over-all to the bargaining units with
increases to the various "benchmark" classifications ranging fran 0% to 11.1%.
The survey data has been jointly reviewed and approved.
FISCAL IMPACT
Cost of salary adjustments and related benefits is $200,707 to be supported by
transfers fran the housing fmd ($1,867), adult leariq fund ($818),
redevelopment fund ($678), data processing fund ($2,069), sanitation fund
($6,2241, water fund (9,314), vehicle maintenance fund ($5,115), street lighting
($1,639) and the contingency fund ($172,983) to the appropriate department
salary accounts. The contingency fund balance will be $780,624.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARSBAO, CAlIFORNIA, ADOPTING THE
MISCELLANEOUS EMPLOYEES' SALARY PLAN OF THE CITY
WHEREAS, representatives of manqement and the Carlsbad City Employees'
Association corducted negotiations pursuant to the Meyers-Milias-Brown Act,
regarding wages and other tens and conditions of employment for the period 3uly
1, 1986, through 3uly 1, 1987; and
WHEREAS, said representatives reached agrement and submitted the Memorandum
of Understarding to the City Council nhich was appwed; and
WHEREAS, the second year of the Memorardum of Understanding required the
completion of a salary survey of benchmark positions in order to make necessary
salary adjustments, and that said survey has been conducted accodingly; and
WHERFAS, the survey results have been identifid in the Miscellaneous
Employees' Salary Schedule, marked Exhibit A, and incorporated by reference
herein; ad
WEREAS, fmds for this salary adjustment are available in the City's
contingency account.
NOW, THEREFORE, BE IT RESOLVED by the City Council for the City of Carlsbad,
California, as follows:
1. That the abwe recitations are true and correct.
2. That the Miscellaneous Employees' Salary Schedule is hereby accepted.
3. That the following amounts are hereby appopriated from the fmd

account of the Housinq Department,
b. $818 fran the adult learnirq program to the salary account of the
Adult Learninq Program,
c.
Redevelopment Department,
$1,867 fran the fmd balance of the housiq fmd to the salary
