HD.,L VEB - ADJUSTMENT TO THE MANAGEMENT SALARY PLAN CITY ATTY CITY MGR.- RECOMMENDED ACTION: Adopt Resolution No. sgs-7 approving an adjustment to the Management Salary Plan effective September 1, 1986. ITEM EXPLANATION On 3une 25, 1985, City Council adopted Resolution No. 8077 and 8078 approving a Memorandum of Understarding with CCEA. The term of the memorandum is for approximately two years expiring on 3uly 1, 1987. The second year of the MOU stipulates that a salary survey be conlucted during September, 1986. The purpose of the salary survey is to determine the average top step merit salary among the eligible agencies and to raise Carlsbad's top step merit salaries to eqml the county wide average. Article 8.E identified the procedures which were used in gathering and interpreting the salary data in order to accmplish the agreed to adjustments. Salary adjustments are retroactive to September 1, 1986. According to Council Policy Statement No. 36 general salary increases granted to miscellaneous employees' bargaining units shall be passed through to miscellaneous management employees as they are granted to other bargaining units. through to miscellaneous management employees, retroactive to September 1, 1986. Therefore, the average percentage increase of 4.2% will be passed FISCAL IMPACT Cost of salary adjustments and related benefits is $86,328 to be supported by transfers frm housing fmd ($1,0841, redevelopment fmd (%,loo), sanitation fmd ($2,113), water fmd (2,0501, vehicle maintenance fund ($2,558), street lighting fmd ($1,224) and the contingency fmd ($73,199) to the appropriate department salary accounts. The contingency fmd balance will be $694,296. EXHIBITS 1. WHEREAS, Council Policy Statement No. 36 specifies that general salary increases qranted to the miscellaneous employees' baqainiq unit shall be passed through to miscellaneous management employees; and WHEREAS, the miscellaneous employees' received salary increases, ranging fran 0% to 1 1.1%, effective September 1, 1986. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the abave recitations are true and correct. 2. That a 4.2% salary increase be passed through to the miscellaneous management employees, retroactive to September 1, 1986. 3. That the Management Salary Plan set forth in Exhibit A, attached hereto and made a part thereof, is adopted. 4. The the following amounts are hereby appropriated fran the fmd balances : a. $1,084 frcm the fmd balance of the housing fcnd to the salary account of the Housing Department, b. $4,100 fran the fmd balance of the redevelopment fcnd to the salary account of the Redevelopment Departmet, c. account of Sanitation Department, d. account of the Water Department, e. the salary account of the Vehicle Maintenance Department, f. $1,224 fran the fmd balance of the street lighting fmd to the salary account of the Street Lighting Department, and $2,113 fran the fmd balance of the sanitation fmd to the salary $2,050 fran the fmd balance of the water fmd to the salary $2,558 from the fmd balance of the vehicle maintenance fmd to 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 le 19 2c 21 22 23 24 25 26 27 28 g. appopriate departments.
