ITEM EXPLANATION
The City Council at your meeting of November 4, 1986 directed City Attorney to prepare documents approving Local Coastal Plai and General Plan Amendments. Those documents are attached. 0 November 12, when these documents were returned to the City Council for final action, the Solamar Mobile Home Park request a continuance so they could have more time to study the propos land use and zoning amendments. Staff met with the residents the Solamar and Lanakai Parks on November 20 to explain the proposal. The major concern was the land use for the property just to the north of the park which is proposed for hotel uses (Other resident concerns are addressed in the attached memo tc the City Manager.) Also attached is the results of a vote by Solamar residents for land uses they wished to see on propertj the north. Council may wish to consider the results of this I (supporting office or mobile home type use) and reanalyze stal recommendation for this property.

SUBJECT? SEAPOINTE CARLSBAD MEETING AT SOLAMAR MOBILE HOME PAI
In response to concerns expressed by residents of the solamar
Mobi1.e Home Park, regarding the Seapointe project, several
members of the Planning Department attended a citizens' meetii
at the park on November 20th. In attendance from City staff
were Charles Grimm, Mike Howes, and Adrienne Landers. Mayor
Buddy Lewis was also there, representing the City Council.
Mr. Grimm began the meeting by explaining staff was there to
_provide the residents with information regarding the proposed
Seapointe Carlsbad project and to relay their comments to the
City Council.
Adrienne Landers continued the meeting by explaining why the
Seapointe Land Use Study was initiated and why the various
recommendations were proposed by the consultant for subareas
P4. Subarea P-2, the site located north of Solamar, was
discussed in greater detail, as was a summation of Mr. Blonsk
preliminary proposal for a hotel. The presentation was concl
by explaining the difficulty a developer would have in removi
the RMBP (Residential Mobile Home Park) designation from the
site. The meeting was then opened for questions and comments
Comments included the following:
1. Concern was expressed regarding the length of time the F
designation would last. Residents want to see it last
forever. Staff explained the law and property rights, t
again, stressed the difficulties in getting a general pl
amendment or a zone change approved by the City Council,
2. Negative concern was expressed over the number of hotel
units proposed by Blonski - approximately 300 units.
3. Concern was expressed over noise created at cocktail 101
included in the proposed hotel. Staff explained that ar
development on this site would require approval of a sit
plan at a public hearing. Residents of Solamar would bt
notified and encouraged to provide input. In addition,
soon as the applicant brought in development plans, stal
would direct him to meet with the residents of Solamar 1
explain the plans to them and get their input prior to

having the project scheduled for a public hearing. ~f the
applicant would not meet with the residents, staff would
bring the plans to them as soon as we had a formal
submit tal.
4. Residents want to see Carlsbad Boulevard preserved as a scenic corridor. The ocean is very valuable to them.
5. Residents want to see specific restrictions put on
Blonski's site, now, prior to development.
6. Residents want to know who is financially responsible for
their moving costs. In addition, some of the homes couldn't
be moved, if a zone change was approved.
7. Questions arose regarding a new state law which supposedly
allows residents the first option to buy property when a
mobile home park is sold. Staff will research this issue.
8. There was concern over a possible Amtrak station at the
northeast corner of Palomar and Carlsbad Boulevard. One of
the residents had read an article, in the San Diego Union,
about the possibility of Amtrak establishing a station at
-this location. Staff will research this.
9, Therle was concern over possible traffic congestion created
by a hotel and the resulting security problem created by
unauthorized vehicles entering the mobile home park. Staff
informed the residents that this would be looked at when a
definite development proposal was received for this site.
It would be the developer's responsibility to resolve these
issues as part of his development proposal.
10. Residents want the City to know they feel they are not
tenants of the park, but are residents. They have a lot of
monely invested in their homes, and want to stay where they
are.
11. Concern was expressed over rising rents and possible rent
control. Mayor Lewis responded to this question by asking
the residents to contact the new Council and express their
opin.ions to the Council (when five members have been
seated) .
Mr. Grimm concluded the meeting by thanking the residents for
their interest and attendance. He asked them to come to a
conclusion on what type of land use they would support on the
Blonski property and notify the Planning Department of the
results. Staff agreed to call them after he found out when
the Seapointe project would go back to thee City Council for the
second reading. This would probably occur around December 9th,
1986.

The City Council of the City of Carlsbad, Californ
does ordain as follows:
SECTION 1: Title 21 of the Carlsbad Municipal Cod1

OF THE GENERAL PLAN TO CHANGE THE LAND USE DEFIGNF
TIONE FOR ONE AREA OF THE CITY'S GENERAL PLAN
GPA/LU 95-9 - ,SEAPOINTE CARLSBAD
WHEREAS, the Planning Commission did on August 13,
hold a duly noticed public hearing as prescribed by law to
consider an amendment to the Land Use Element of the Generi
Gl?A/LU 85-9; and
WHEREAS, the Planning Commission has determined tl
this project will not have a significant impact on the
environment and the City Council has concurred and a Negat
Declaration was issued and approved in satisfaction of the
requirements of the City of Carlsbad Environmental Protect
Ordinance of 1980 and the California Environmental Quality
and
WHEREAS, the City Council did on November 4, 1986
duly advertised public hearing to consider said amendments
that time received the recommendations, object ions, protes

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING LOCAL COASTAL
PROGRAM (LCP) AMENDMENT LCPA 86-2 (SEAPOINTE)
WHEREAS, the City of Carlsbad has received the cer
Local Coastal Program (LC€') documents for that portion of tl
Carlsbad Coastal Zone specified in California Public Resourl
Code Section 30170(f) and 30171 (Mello Bills I and 11) from
California Coastal Commission; and
WHEREAS, the City of Carlsbad has approved the cer
LCP documents as amended in October, 1985; and
WHEREAS, the City of Carlsbad has considered a
modification to the designated land uses in the area known q
Seapointe, depicted on Exhibit A dated June 30, 1986 and at1
hereto; and
WHEREAS, the proposed modifications to the LCP
designated land uses are consistent with the provisions of
Chapter 3 of the California Coastal Act; and
WHEREAS, the City Council has reviewed the amendmer
found its provisions to be acceptable for administration as
I policy; and
WHEREAS, the City of Carlsbad has determined that t
proposed LCP amendment will not have any significant adverse
impacts on the environment within the meaning of the Califor
Environmental Quality Act.
WHEREAS, the City is prepared to adopt necessary
resolutions and ordinances to enable the City to receive LC1
"effective certification" pursuant to the LCP documents appr
by the City; and

WHEREAS, the City intends and is prepared to issue
Coastal Development Permits pursuant to the LCP documents wl
amended as established herein and implemented by City resoli
and ordinances; and
WHEREAS, necessary public review of the proposed L(
amendment has been provided by the City,
NOW, THEREFORE, BE IT RESOLVED by the City Council
the City of Carlsbad as follows:
1. That the above recitations are true and correc
2. That the City of Carlsbad is prepared to adopt
appropriate local resolutions and ordinances the Local Coas
Program Amendment which modifies the land use designations
that portion'of the Coastal Zone specified in Exhibits B an1
dated June 30, 1986 attached hereto and made a part hereof.
3. That subject to the approval of the California
Coastal Commission the City of Carlsbad approves and is pre
to administer and carry out the requirements and provisions
the LCP as amended.
4. That the City Council directs the City Manager
forward this resolution along with any other necessary docu
as an application pursuant to Public Resources Code Section
and 2 California Administrative Code Section 13551(b)(2) fo
amendment to the Local Coastal Program for that portion of
Coastal Zone specified in this resolution, and further, tha
California Coastal Commission be requested to authorize
certification, pursuant to California Administrative Code S
13544, of the Local Coastal Program as amended after the Ci
adopted the necessary implementing ordinances and resolutio
