CM CITY MGR.., Leo, RECOMMENDED ACTION: Support the Grand Jury proposal to urge state legislation mandating drug abuse prevention education in the public schools. BACKGROUND The 1985-86 Final Report of the San Diego Grand Jury makes the following recommendations: #86/15: That the Board of Supervisors and the city councils of the sixteen cities in San Diego County urge the introduction and passage in the state legislature of an amendment to the California Education Code, mandating comprehensive K-12 drug abuse prevention education in the public schools. This mandate should be accompanied by a substantial incentive funding component, making it possible for districts to begin such programs, or expand existing ones. The Penal Code Section 933 requires responses to be made by the responsible agencies to any Grand Jury recommendations within 90 days. The City of Carlsbad's Police Department is concerned about drug abuse in Carlsbad and believe that a mandatory education program would be effective in reducing drug usage. Many crimes committed in this city are drug related and if drug usage were reduced, we believe the crime rate in Carlsbad would be reduced. It is recommended that the City Council endorse the Grand Jury proposal and authorize the Mayor to send a letter to the Grand Jury supporting this recommendation.
