CITY QLu Occ < _i O § RECOMMENDED ACTION: Adopt Resolution No. 3T 77 directing staff to work with the City of Vista on the joint planning of a sewer line to serve the Agua Hedionda, Encina Creek, and Raceway sewer basins. ITEM EXPLANATION: The City of Vista has requested Carlsbad to participate in the joint planning of sewer lines to serve the Agua Hedionda, Encina, and Raceway sewer basins. The joint planning effort would consider the following concepts and guidelines: a. The City of Carlsbad plans to construct or require others to construct the South Agua Hedionda Interceptor east of El Camino Real. The City of Vista will be provided the opportunity to pay for oversizing and have ownership rights in the interceptor. Should the City of Carlsbad not construct that portion of the South Agua Hedionda east of El Camino Real but construct that portion west of El Camino Real, the City of Vista will be authorized to construct the portion east of El Camino Real connecting to Vista's facilities in the Raceway and/or eastern Agua Hedionda basins. Carlsbad may pay for oversize of this interceptor if necessary. b. The City of Carlsbad plans to construct a South Agua Hedionda trunk line and facilities west of El Camino Real to connect to the Encina Water Pollution Control Facility. The City of Vista's requirements shall be included in the planning. Vista will fund for the oversizing and have ownership rights in the system. c. The City of Vista will consider relinquishing ownership rights in the Buena trunk line to Carlsbad to offset costs, either partially or totally, for the oversizing of the South Agua Hedionda trunk system. These concepts are consistent with the Carlsbad Sewer Master Plan. If the Council feels that it is appropriate to proceed with a joint planning effort at this time, your action is to adopt the attached resolution. FISCAL IMPACT: No direct impact at this time relating to the MOD, however, the long-term savings to both cities due to reduction of operation and maintenance costs (less pumping) and the combining of capital facilities will be substantial. The above recitations are true and correct. 11 2.
