ITEM EXPLANATION:
The Fire Department requested that Personnel complete a job evaluation for the
position of Clerk Typist I in the Fire Prevention Division. It was felt that a
reclassification of this position was necessary because the duties and responsi-
bilities were above and beyond what is required of a Clerk Typist.
Personnel Department staff conducted an analysis of the position.
included a review of the job classification, completion of a position questionnaire,
interviews with the former incumbent and Fire Marshal, and a survey of outside
agencies. It is interesting to note that during the analysis the incumbent Clerk
Typist was promoted to a Fire Prevention Officer. She did, however, continue to
assist with the study.
The analysis
After the investigation, staff discovered that the Clerk Typist was generally the
only employee in the office. When the public called or visited the office, the
Clerk was responsible for answering questions, dealing with complaints, handling
irate citizens, etc. She also spent a great deal of time handling sprinkler plans
and permits, business licenses, certificates of occupancy, burn permits, weed
abatement, and citizen complaints. She performed all the secretarial duties for
the Fire Marshal and the Fire Prevention Officers. In fact, the Clerk Typist
reported directly to the Fire Marshal instead of another secretarial employee.
The Fire Marshal further indicated that the Clerk worked independently, managed the
office, dealt with information that was confidential, and prioritized her own duties.
She also represented the Fire Marshal and Fire Prevention Officers when they were
not available.
From the analysis, staff has concluded that a Secretary I is a more appropriate
classification for the Fire Prevention Division.
FISCAL IMPACT:
The additional costs per year to hire a Secretary I instead of a Clerk Typist will be
approximately $4,150 per year. This includes the costs for salary and benefits. The
funds are available in the Fire Department budget.

RESOLUTION NO. 8896
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, RECLASSIFYING THE
POSITION OF CLERK TYPIST I IN THE FIRE DEPART-
MENT TO SECRETARY I.
WHEREAS, the City Manager recommends and the City Council concurs, that
the classification of Clerk Typist I in the Fire Department should be
reclassified to a Secretary I.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitation is true and correct.
2. That the City Council authorizes and directs the City Manager to
reclassify‘ the position of-Clerk Typist I to a Secretary I in the Fire
Department in Account 8001-820-2230-1100.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the Carlsbad City
Council held on the 9th day of December , 1986, by the following
vote, to wit:
AYES: Council Members Lewis, Kulchin, Pettine and Mamaux
