PLANNING DEPARTMENT WORK PROGRAM
Attached are exhibits which list the current work program of the
Planning Department. The program has been divided into five
areas or categories of work which are as follows in general
order of their priority.
1) Implementation of Growth Management Program - The items
that are presently being worked on by staff to implement
the Growth Management Ordinance are contained on Exhibit
"A" .
An amendment to the Growth Management Ordinance needs to
be processed to fully incorporate the provisions of
Proposition E. A draft of this amendment is attached as
Exhibit ''F'l.
Staff is actively working on the preparation of Local
Facility Management Plans for Zones 1 through 6. These
are the infill zones and, based on City Council
direction, it was felt that the preparation of these
facility plans were top priority and should be prepared
by City staff.
In terms of activity with respect to the other 19 zon.es,
there has been initial meetings with the property owners
or developers of ten of the other zones. Buildout
projections have been submitted for six of these and one
draft facility plan has been submitted but was rejected
as incomplete. If a number of these zone plans are
submitted at the same time, staff would have to
establish a priority for review. Staff believes that
only a maximum of four plans could be processed at one
time. Priority for review would be based primarily on
whether active approved or pending projects exist within
the zone.
A substantial amount of Engineering Department time and
input will be needed on the preparation -and review of
these zone plans.
2) Land Use Element Review - Citizens Committee - The
remaining tasks to complete the implementation of the
Citizens Committee review of the Land Use Element are
listed on Exhibit "B" . The completion of many of these

tasks was slowed down by the work on the Growth
Management Program but they need to be completed now.
Seven of the remaining 17 tasks have been partially
completed but work has not really started on the other
ten.
3) Special Projects - Special projects previously assigned
to staff by the City Council or Planning Commission are
listed on Exhibit "C". Some of the major ones include:
A) The Citywide Traffic Impact Analysis. The draft is

C) Highway 78 Widening Study. SANDAG is coordinating
due in January.
this study with input from all North County City
staffs.
D) SANDAG Series 7 Regional Growth Forecast. Although
Research & Analysis Group is coordinating this
project, a substantial amount of Planning Department
input is needed particularly regarding growth
assumptions.
4) Coastal Planning - A listing of the Coastal Planning
projects is contained on Exhibit 'ID". Although Local
Coastal Programs have been approved for most 'of the
City, full jurisdiction and permit authority cannot be
obtained until detailed implementing ordinances are
prepared and approved by the Coastal Commission. Two
staff members have been working on these ordinances
during the past year and most of the preparation is
complete. However, a substantial amount of staff time
may be involved once the Ordinances are submitted to the
Coastal Commission and the actual processing for
approval begins.
Another major coastal project that requires Planning
Department involvement at least until the Memorandum of
Understanding is signed is the Batiquitos Lagoon
Enhancement Plan. As was discussed previously, a
decision on whether the Planning Department will take
the lead on this project will be made after the M.O.U.
is signed.
5) Current Development Projects - There are presently about
55 applications pending staff review which are listed on
Exhibit "E". Processing on approximately one-half of
these cannot be completed until a Local Facility
Management Zone is prepared and approved. The other
half can complete processing without a facility plan.
Staff believes that the present work program contains at least
one full year's worth of work based upon current priorities and
assuming that no new major, special projects are added.

The Planning Department has two vacant Assistant Planner
positions that have already been budgeted and, in order to
respond to the workload, we have started the process to fill
these two additional positions.
The department presently has two private consultants working with
us on implementation of the Growth Management Program. Review of
the Local Facility Plans may require some additional consultant
help from SANDAG regarding circulation issues at least until the
Citywide Traffic Study is completed. The Engineering Department
will need to hire some specialized consultants to help with the
analysis of sewer and drainage issues in conjunction with the
preparation of facility plans for Zones 1 through 6 and the
review of the plans for the other zones.

DRAFT REVISION TO GROWTH MANAGEMENT ORDINANCE
Add a new section 21.90.185 as follows:
Notwithstanding any previous sections of this chapter, the
number of residential dwellings to be constructed or approved
after November 4, 1986, shall not exceed the following:
Northwest Quadrant 5,844; Northeast Quadrant 6,166; Southwest
Quadrant 10,667; Southeast Quadrant 10,801, without an
affirmative vote of the citizens of Carlsbad.
In addition, the City Council shall not reduce or delete any
material public facilities or improvements without making a
corresponding reduction in residential density unless such a
reduction or deletion of public facilities is approved by an
affirmative vote of the citizens of Carlsbad.
NOTE: Several other minor word changes to existing sections
of the ordinance may be recommend to better reflect the
provisions of Proposition E. These would be very minor
word changes or additions.
