RECOMMENDED ACTION:
If Council concurs your action is to adopt Resolution No. _Va
to prioritize and recommend projects for Thirteenth Year Q
Community Development Block Grant funding ($196,457).
The City is entering the Thirteen Year participation in the
Community Development Block Grant Program. This years budget
is approximately $200,000. On September 30, 1986 and
October 6, 1986, staff held public meetings to gather input
form citizens. City departments were asked to submit project
requests. The following projects were submitted for consideration
and are eligible for funding. Council is asked to select Projects
for funding. Selection must be submitted to the County of San
Diego by January 7, 1987.

RESOLUTION NO. 8920
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, REQUESTING SPECIFIC PROJSCTS
FOR FUNDING UNDER THE 13TH YEAR COMMUNITY
DEVELOPMENT BLOCK GRANT PROGRAM.
WHEREAS, the City Council of the City of Carlsbad, California,
on December 9, 1986, considered the City's Thirteenth Year Block
Grant Application; and
WHEREAS, the City Council has taken all testimony into
account.
NOW, THEREFORE, BE IT RESOLVED that the program funding out-
line in Exhibit A attached hereto and incorporated herein as
though fully set forth is hereby approved.
BE IT FURTHER RESOLVED that the City Manager is hereby
directed to forward the program outlined herein to the County of
San Diego for inclusion in the Thirteenth Year Urban County Block
Grant Application.
PASSED, APPROVED AND ADOPTED by the City Council of the City
of Carlsbad on the 22nd day of December, 1986, by the following
vote, to wit:

EXHIBIT 4
DESCRIPTION: COMMERCIAL AND RESIDENTIAL
REHABILITATION PROGRAM
COMMERCIAL REHABILITATION LOAN PROGRAM
The Commercial Rehabilitation Loan Program provides below market
interest rate loans to businesses in the Village Area (Census
Tract 179.00) to improve commercial property. The program
objectives are as follows:
A. To encourage the revitalization and beautification of the
Village (Downtown) Area.
B. To remove unhealthy and dangerous conditions.
C. To preserve basically sound structures.
D. To encourage residents to shop in the downtown area by
cra.ating a more attractive environment.
E. To leverage Community Development Block Grant funds by
encouraging private investment and lender participation.
F. To encourage the participation of local residents and
business persons in the planning and implementation of
revitalization activities.
G. To provide a revolving loan fund for continuous reinvestment.
RESIDENTIAL REHABILITATION PROGRAM
it is the primary goal of Carlsbad's Residential Rehabilitation
Program to upgrade the existing housing stock and maintain
affordable housing. The program is designed to assist property
owners to obtain financing who previously were not interested
i.n or could not afford a home improvement loan. This is
accomplished by making the loan terms more attractive and reducing
the monthly cost of repaying the loan (in some cases reducing
the cost to zero). A corollary goal is to "leverage" the
limited Community Development Block Grant funds set aside for
rehabilitation to reach as many households as possible. Additional
program goals are:
- To eliminate unhealthy or hazardous conditions in low -
moderate income areas
- To encourage and assure reinvestment by private lenders
in the targeted rehabilitation area
- To increase property values and conserve the property tax
base of the community
