AMENDING THE CLASSIFICATION PLAN FOR ACCOUNTANT TITLE: ITEM EXPLANATION: The Personnel Department, in concurrence with the Finance Department, recommends that amendments be made in the classification of Accountant. The revision is requested in order to expand the duties of the classification. The changes are as follows: 1. Under the heading of "Examples of Duties", two lines were added: audits of internal functions and procedures, contracts, franchise agreements, business licenses, taxes and other agencies.", and B)"Conduct statistical analysis of information affecting City investments." A)"Prepare 2. As a qualification under "Knowledge of", the line was added "Principles of money markets, investment management and economic theory." FISCAL IMPACT The salary range for Accountant will remain the same. EXHIBITS Resolution No. A. 1 2 I! 4 F; ad 6 7 e 9 1c 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 8932 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING THE CLASSIFICATION PLANS OF THE CITY TO REVISE THE CLASSIFICATION OF ACCOUNTANT. -. -- WHEREAS, the City Manager recommends and the City Council concurs that the classification of Accountant should be amended in the City's Classification Plan. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City Manager to revis1 the classification of Accountant as described in Attachment A, attached hereto and made a part thereof. PASSED, APPROVED, AND ADOPTED at a regular meeting of the Carlsbad City Council held on the 6th day of January , 1987, by the following vote, to wit: AYES: Council Members Lewis, Kulchin, Pettine and Mamaux NOES: None ATTEST : ACCOUNTANT DEFINITION -- - Under general supervision, to ssist in planning, Attachment * Hesolution No. lyjp rganizing and auditing the accounting and financial transactions of the City; and to do related work as required. EXAMPLES OF DUTIES Assist in the planning and development of City accounting and financial record- keeping procedures and systems, including procedures and systems for posting of general ledgers, business license and utility bill accounting. Utilize audit accounting methods and procedures for general municipal accounting, utility billing and collection. Prepare and audit a variety of financial records, including general ledger, utility and special fund records. Prepare audits of internal functions and procedures, contracts, franchise agreements, business licenses, taxes and other agencies. Prepare financial reports. Conduct statistical analysis of information affecting City investments. Collect, compile, tabulate and analyze data leading to improvements in City revenue and accounting procedures. Assist inventorying of budget control and reporting procedures and systems. Answer questions from the public regarding utility billing or tax assessment. May supervise, train and evaluate subordinate subprofessional and clerical personnel as assigned. QUALIFICATIONS Knowledge of The principles of accounting and auditing. Principles of office management, supervision and training. Principles of money markets, investment management and economic theory. Ability to Understand and apply laws, rules and regulations to specific accounting and financial transactions. Analyze and interpret financial data and accounting records. Recognize and instal; improvements in financial record-keeping system. ACCOUNTANT, Continued Learn the basic principles and practices of government budget preparation, investment and municipal fund accounting. Maintain cooperative working relationships with officials and the public. - -- Experience and Education Any combination equivalent to the experience and education that would likely provide the required knowledge and abilities would he qualifying. to obtain the knowledge and abilities would be: A typical way Experience One year of municipal or closely related professional or subprofessional accounting experience. Education Equivalent to graduation from an accredited four year college or university with specialization in accounting.
