RECOMMENDED ACTION:
If Council concurs, your action is to adopt Resolution No.

ITEM EXPLANATION :
The Captain-Specialist Fire Marshal worked under the direction of a Battalion
Chief for four years.
Fire Station 4, the Battalion Chiefs cannot effectively supervise the fire
prevention bureau.
Due to current work loads, especially the opening of
The Fire Marshal's position is a highly responsible and technical one. person should report directly to the Fire Chief and be included in the manage- ment unit. The other Battalion Chiefs have other staff assignments. the three other Battalion Chiefs supervise one of three fire shift platoons, each
including four Fire Captains and twelve personnel.

FISCAL IMPACT:
For the six months of fiscal year 86/87, the total cost increase, including salary and benefits is approximately $1,415. Annual cost $2,830. Funds for this increase are available in the Fire Department budget.

-. -. -- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AMENDING THE FIRE DEPARTMENT BUDGET
WHEREAS, the City Manager recommends and the City Council concurs,
that the position of the Captain-Specialist be changed to Battalion Chief
in the Fire Department Current Budget.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California as follows:
1. That the above recitation is true and correct.
