HD. - RANCHO SANTA FE ROAD TRUCK TRAFFIC CITY ATTYvf”A CITY MOR.- RECOMMENDED ACTION: Adopt Resolution No. 179 approving a Memorandum of Agreement between the City of San Marcos, County of San Diego and City of Carlsbad regarding construction of a truck bypass on Rancho Santa Fe Road. ITEM EXPLANATION: Rancho Santa Fe Road is the most accessible truck route to the San Diego County landfill in San Marcos for vehicles originating to the south of the facility. A portion of Rancho Santa Fe Road south of La Costa Avenue is currently under construction and will be improved to prime arterial standards. The portion of Rancho Santa Fe Road north of La Costa Avenue is a substandard, two lane section of road which experiences heavy traffic volumes. The Carlsbad City Council in response to citizens’ complaints of noise and congestion, determined not to designate Rancho Santa Fe Road as a truck route and directed the Police Department to begin enforcement. As a result, trash trucks originating in areas south of Carlsbad were forced to travel east on Palomar Airport Road and then south on Rancho Santa Fe Road through a portion of the City of San Marcos. In response to this increase of approximately 130 additional trucks per day, the City Council of San Marcos is in the process of enacting an ordinance mandating truck weight mitigation fees of approximately $430 per round trip. San Marcos delayed adoption of the ordinance until its January 13, 1987 meeting. The extra distance traveled will also tend to increase the cost of waste disposal services for the cities in North San Diego County. In order to achieve a resolution of this issue, representatives of the cities of San Marcos and Carlsbad, as well as County representatives and industry representatives have been meeting to consider possible alternative ways of resolving this matter. A draft agreement is being negotiated among the various represen- tatives and calls for the construction of a truck route bypass for northbound trucks for that portion of Rancho Santa Fe lying northerly of La Costa Avenue. The main unresolved issue in the draft agree- ment is when trucks will be allowed back on Rancho Santa Fe Road. The City of Carlsbad has taken the position that trucks not be allowed on Rancho Santa Fe Road until the truck bypass is completed, which is estimated to be in May 1987. The City of San Marcos is seeking to have Rancho Santa Fe Road reopened to truck traffic on January 31, 1987. , Page 2 of Agenda Bill No. ffn The existing Rancho Santa Fe Road from La Costa Avenue to about 5000 feet north was constructed by the La Costa Vale tract to straighten the old winding alignment and improve sight distances. This portion of the road was constructed to what was its half-width at the time, 32 feet curb to curb which allowed twelve feet for each lane plus a shoulder. The grade is approximately 7%. Because of this grade and the nature of the traffic on the street, there is a significant noise impact to the neighboring homes. Also this grade causes fully loaded trash trucks to slow, backing up traffic. Alternative 1, which is the recommended alternative, calls for the construction of a truck bypass utilizing the old alignment of Rancho Santa Fe Road for northbound one-way truck traffic. This bypass would begin north of La Costa Avenue where the route of old Rancho Santa Fe Road splits off. An entry ramp would have to be constructed at this point. The old unused right-of-way cuts across the northwest corner of a proposed commercial development which is presently at the tentative map stage. The remainder of the one-way bypass would require repairs to a portion of the pavement as well as an AC overlay of at least 2 inches. This would give the loaded trash trucks a completely separate road away from the houses along Rancho Santa Fe Road and would eliminate most of the congestion problems. A 600-foot transition lane would allow the trucks to safely re-enter the traffic flow on Rancho Santa Fe Road north of Cadencia where the road is fairly level. The estimated cost of this alternative is $200,000. Three other alternatives were considered, but all were more costly. Copies of those alternatives are included in this Agenda Bill. Alternative 2 is structurally similar to the first but entails turning Rancho Santa Fe Road between La Costa Avenue and the future Melrose into a couplet, with all northbound traffic utilizing old Rancho Santa Fe Road. This would allow two (2) lanes each way and would require a 24-foot wide AC overlay instead of the 14-foot overlay suggested in Alternative 1. The noise and congestion could again be temporarily mitigated but the cost, an estimated $233,191, would increase. Alternative 3 would be to add a third lane for northbound traffic on the new Rancho Santa Fe Road alignment, and a soundwall along the portions of the road where the homes are near the road grade. Rancho Santa Fe Road was originally built to half the width of a secondary road. The developer dedicated a total of 71 feet for right-of-way. Even though Rancho Santa Fe Road was recently upgraded on the Master Plan to a Prime Arterial (126 feet, six lanes), there is sufficient room to build a permanent third lane in the present alignment, which would then be integrated into the future improvements presuming the existing alignment becomes the ultimate alignment. -. Page 3 of Agenda Bill No. fpsa An acoustical analysis performed for the City of Carlsbad Assessment District 86-5 concludes that traffic noise impacts could be reduced to the 65 decibel level by a solid acoustical barrier. This barrier which would range in height from three to seven and a half feet high, is included in Alternative No. 3 to mitigate the noise from trucks. Though the cost of this alternative is more, the improvements are permanent if this alignment is designated as the ultimate alignment, unlike those of the other alternatives. The cost of the soundwall is estimated to be $196,000 and the third lane $317,534. The total project cost including design is estimated at $513,534. Alternative 4 proposes installation of the soundwall alone. The congestion and traffic-safety The design of Alternative No. 1 is currently underway and is scheduled for completion on January 22, 1987. Bidding and award of contract is estimated to take 30 days, and construction is estimated at 60 to 90 days. It is anticipated the project could be completed in May. The attached draft agreement proposed by Carlsbad calls for the City of Carlsbad to designate Rancho Santa Fe Road as a truck route when the temporary truck bypass is completed. The draft agreement proposed by the City of San Marcos (Exhibit 21, calls for Rancho Santa Fe Road to be reopened to truck traffic on January 31, 1987. Both Cities and the County have been meeting to attempt to resolve the issue, but a final agreement has not yet been reached. FISCAL IMPACT: The estimated cost to design and construct Alternative 1 is $200,000. The agreement calls for the County's Solid Waste Enterprise Fund to pay for the design and construction of the bypass not to exceed the engineer's estimate of $200,000. Any costs in excess of $200,000 would have to be absorbed by the City of Carlsbad. EXHIBITS : 1 .k. The City of Carlsbad will administer the design and construction of the project. All in-house administrative costs will be absorbed by the City of Carlsbad. 3. Rancho Santa Fe Road will remain designated as a prime arterial street and, when built to this standard, will serve as permanent access to the San Marcos Solid Waste Facility for the life of the Facility. 5. The City of San Marcos will take no further action until April 30, 1987 regarding imposition of solid waste truck mitigation fees. 7 6. Carlsbad will allow northbound truck traffic on Rancho Santa Fe Road when the bypass loop is opened north of La Costa Avenue and Rancho Santa Fe Road south of La Costa is rebuilt. No southbound truck traffic would be allowed on Rancho Santa Fe Road. Carlsbad will make a good faith effort to have the bypass loop open by April 30, 1987 by "fast tracking" the project . 2. San Marcos will agree not to arbitrarily impose a fee if the project is substantially completed on April 30, 1987. San Marcos will agree to allow northbound trash truck traffic to travel through San Marcos. 3. The action your Council took last April only transferred a small percent of your traffic problem to your neighboring city , greatly compoundi ng our existing traffic problems. In fact, the timing could not have been worse. The City of San Marcos had just contracted for major improvements on San lularcos Boulevard, to include the intersection of Rancho Santa Fe and San Marcos Boulevard. In addition, the County had also just begun major improvements on Rancho Santa Fe at "Dead Man's Curve." Our cities share a common problem. From the beginning, we pleaded with Carlsbad to rescind their action and work with us in developing a realistic, long term solution to the traffic circulation problem. Trash truck operators are getting the blunt of the impact, yet all 3 axle truck operators are paying for an emotional re-active action that has only shifted and compounded the problem. As you know, I went to your meeting in La Costa with approximately 100 local residents. As I stated then, I've attended many similar meetings in my own community, the same concerns and complaints were expressed in San Marcos. Short term, restrictive action, such as diverting truck traffic to your neighboring cities or imposing traffic mitigation fees impacting over 170,000 rate payers, are not long term, responsible solutions. I would not be so presumptuous as to tell you how to solve your traffic problems, but I would like to share with you some of the steps we are taking to solve ours: In the next few weeks, we will be introducing a "Peak Hour Traffic Management P1 an" that wi 11 work toward sol vi ng traffic congestion, thereby reducing or preventing stop and go traffic that will also do much to improve .- I Page 2 Mayor/Ci ty Counci 1 -City of Carl sbad January 6, 1987 the entire region's air quality. It will also save fossil fuel. We will accomplish this through cooperation with pub1 ic and private sector employers, as well as our high school and college community. Along with developing flex-time and modified work schedules, we will be developing incentives for, just to name a few: -- Preferential parking for ride sharers. -- Provide assistance for devel oping in-house carpool -vanpool coordi nati on. -- Provide subsi dy pl ans or other incentives for carpool -vanpool participants. -- Provide fare subsidies or incentives for transit use. -- Encourage noon-time shuttle service. -- Provide i ncenti ves for future devel opers and employers. The City has already begun extensive capital improvement programs to assist in better handling existing, as well as future traffic circulation needs. The City will begin evaluating other methods of improving traffic circulation that may be quickly and inexpensively initiated for some immediate relief - such as: -- Improving signalization and signing; -- Changing the direction of one or more lanes. -- Channel i zati on and restri ping. -- Shoul der, street and i ntersec ti on wi deni ng. -- Providing transit she1 ters and bicycle racks. These are long term solutions, positive actions that could spread throughout North County to become a regional solution, not just a neighborhood solution. In our last joint meeting of August 7, 1986, Former Mayor Mary Casler agreed that our City has been patient. Jointly, we agreed to take the following back to our Councils: Mayor Casler agreed that once the Rancho Santa Fe Rd. reconstruction project south of La Costa Ave. was completed (estimated to be November '861, Carlsbad should re-open Rancho Santa Fe until the bypass or re-alignment of Rancho Santa Fe was completed. I was to express to my Council that we were working together in a spirit of cooperation and request our Council remove the truck mitigation ordinance from the agenda. In August, Carlsbad wasn't sure yet which of 3 staff suggested remedies Carlsbad would choose to address the long term problem. The County had agreed to ask the Board to assist Carisbad with waste management funds in the construction of the bypass or noise extenuators, if that were Carlsbad's decision. Page 3 C+Iayor/City Counci 1 -Ci ty of Carl sbad January 6, 19d7 As I stated at the beginning of my letter, our cities share a very comon problem with the rest of the county. file have a number of major problems in our region we need to solve. Traffic is only one -- important, but only one. We need to continue our efforts to get Highway 78 widened; we must work togetner to assist or push the Feds into acting on our increasing immigration problem; we must continue in a cooperative manner working with SArJDAG and the other North County cities to plan future traffic circulation routes; and most important, start preserving rights-of-way to serve our futcrre needs. The November '87 Transportation Sales Tax Ballot Measure will also require a lot of time and combined efforts. Back in August, the representatives of both of our cities agreed to take positive action. Our City feels we have fulfilled a regional need by allowing the trash to energy plant that will extend the 1 ife of the San Marcos Landf ill and continue the flow of local and regional trash trucks through our City, as well as defer the need for another landfill in someone else's backyard. Our residents have been subjected to the flow of hundreds of additional trucks through our City daily for the benefit of one neighboring city's neighborhood. Let both cities back-off - let's put things back the Hay they were just long enough to work out SON responsible, long tern solutions tnat benefit not only our two communities, but our region. Botn our Councils have the best interest of our residents in mind, let's prove it by attacking the real problems, not each other. Lee B.
