IMPROVEMENTS CITY ATTY $% CITY MG R.= I I L, - RECOMMENDED ACTION: &?A F-&5& If Council concurs, your action is to adopt Resolution No. 89VG authorizing the Mayor to execute the contract amendment with the County of San Diego to reallocate Community Development Block Grant funding. ITEM EXPLANATION The City signed a cooperation agreement with the County of San Diego to participate in Community Development Block Grant funding. Annually, the City selects projects to be funded and .enters into a contract to receive funding for specific projects. Costs of each project are estimated as accurately as possible in advance of project analysis. Occasionally, project scope of work is changed when a project is more throughly analyzed. When the final construction costs exceed the earlier estimate, funds must be added to the project allocation. When Washington Street Improvement Project was selected, the project consisted of paving only. The scope of work was then changeG to also include curb, gutter And sidewalks. Additionally, major drainage problems were encountered. Site constraints made it necessary to design the sidewalk to preserve several large eucalyptus trees. The expanded scope of work, site constraints and drainage problems increased the cost of the project. The City requested and received approval from the County to reallocate funding to cover total project cost. On May 6, 1986, the Council took action awarding the contract and authorizing reappropriation of Block Grant funds to cover the additional cost of the project. The Washington Street Improvements are complete. is the formal action that permits the transfer of funds between projects and contract years. Approval of the contract amendment Funds will be reallocated as follows: Project Cost - $64,640 These projects are Sidewalk Infill Balance in Washington St. Fund $14,600 Transfer from Roosevelt St. Imprv. funded under the Transfer from Oak St. Imprv. Twelfth Year Unallocated Funds $32,173 Project in C.I.P. $lo $ 7,867 Oo0 3 $64,640 The Council needs to authorize the Mayor to execute the amendment. f Agenda Bill # fq2f -&I PAGE 2 FISCAL IMPACT Funds will merely be transferred from deleted projects to an active project.
