RECOMMENDED ACTION:
City Council adopt Resolution No. Bdfadopting the classification description
of Recreation Specialist, Communications Shift Supervisor, and Housing Program
Administrator and further amend the appropriate salary plans.
ITEM EXPLANATION:
FOR RECREATION SPECIALIST, COMMUNICATIONS CITY Am
CITY MGR.
TITLE: AMENDING THE CLASSIFICATION AND SALARY PLAN DEPT. HD.
SHIFT SUPERVISOR AND HOUSING PROGRAM
ADMINISTRATOR.
Several new classifications were approved in the budget for FY86-87. St.aff
recommends that the City Council adopt these classifications so recruitment
can begin for the positions.
The justification for creating these classifications are as follows:
Recreation Specialist
The Parks and Recreation Department will be hi'ring three Specialists
to coordinate various portions of their program. Each Specialist
will be responsible for a particular area including adult sports,
youth sports, and ballfield maintenance.
Housing Program Administrator
This individual will be responsible for managing the Housing Program.
This division has not had any additional staff in the last 12 years;
however, the scope of responsibilities has increased tremendously.
Communications Shift Supervisor
Due to the relocation of the Safety Center and the increased span
of control of the Communications and Records Supervisor, a Communi-
cations Shift Supervisor has been requested. This employee will
supervise the Communications Operators as well as serve as a working
communicator when needed.
FISCAL IMPACT:
The revenue for these positions has already been funded in the FY86-87 budget.
The salaries will be:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING THE CLASSIFICATION
PLAN AND SALARY SCHEDULE OF THE CITY TO ADOPT THE
CLASSIFICATIONS OF RECREATION SPECIALIST, COMMUNI-
CATIONS SHIFT SUPERVISOR, AND HOUSING PROGRAM
ADMINISTRATOR.
WHEREAS, the City Manager recommends and the City Council concurs, that
the classifications of Recreation Specialist, Communications Shift Supervisor,
and Housing Program Administrator should be adopted and included in the city's
Classification Plan and Salary Schedule.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City Manager to add
the classifications of Recreation Specialist as described in Attachment A,
Communications Shift Supervisor as described in Attachment B, and Housing
Program Administrator as described in Attachment Cy attached hereto and made
a part thereof.
3. That the City Council authorizes and directs the City Manager to add
the title of Recreation Specialist to the Miscellaneous Employees' Salary
Schedule at the range of $705.76 - $838.45 biweekly as shown on Attachment D,
Communications Shift Supervisor to the Police Department Salary Schedule at the
range of $850.94 - $1034.32 biweekly as shown on Attachment E, and Housing
Program Administrator to the Management Salary Schedule at the range of
$1128 - $1440 biweekly as shown on Attachment F, attached hereto and made a
part thereof.

RECREATION SPECIALIST I
DEFINITION
Under general supervision, to perform responsible recreation work in specialized
recreation program activities of the City; to participate and assist in
supervising recreation programs; and to do related work as assigned.
EXAMPLES OF DUTIES
Provide supervision and directly participate in specialized recreation program
act ivit es .
Provide skilled recreation leadership or instruction at recreation facilities.
Maintain inventory control, activity and progress records.
Assume responsibility for the maintenance and use of one or more recreation
facilities.
Develop and organize specialized recreation programs.
Respond to citizen complaints and requests for information.
Assist in coordinating recreation activities with other City departments and
divisions, and with outside agencies.
Assist in supervising, training and evaluating assigned staff.
Make public presentations and prepare reports.
QUALIFICATIONS

recreation, specialized leisure service or community service program
preferably supplemented by experience in public or business administration.
One year of experience involving the implementation of a

services, facility management, or education, preferably supplemented by some
college level training in recreation/sports leadership.
NECESSARY SPECIAL REQUIREMENT
Possession of a valid California Class I11 driver’s license.

COMMUNICATIONS SHIFT SUPERVISOR
Under general supervision, to supervise and participate in police and fire
safety communications services, assign shift schedules; and to do related work
as assigned.
EXAMPLES OF DUTIES
Supervise and participate in activities involving the dispatch of routine and
emergency police, fire and other emergency services such as ambulance, tow
trucks and paramedic services.
Generate and maintain complete training records.
Keep Watch Commander informed of pertinent incoming information and potential
operating problems.
Enter and up-date emergency, caution and related files into the computer
system.
Assign shift schedules.
Supervise training of new communications personnel.
Prepare requisitions for supplies and other materials as needed; maintain an
inventory of supplies.
Assist supervisors in identifying and correcting operational procedures and
problems to maintain a high level of service to field operational units.
Insure all Communication Operators conform to department policies and
procedures.
QUALIFICATIONS
Knowledge af
Organization and functions of municipal law enforcement and fire departments.
Operational principles and practices of a police and fire radio-telephone
emergency communications and dispatching system.
Practices of supervision, training and performance evaluation.
English usage, spelling, punctuation and grammar.
Ability to
Supervise, train and evaluate personnel assigned to a policelfire emergency
dispatch and records service activity.
Plan and coordinate dispatch activities.

police/fire dispatch system.

provide the required knowledge and abilities is qualifying. A typical way to
acquire the knowledge and abilities would be:
Experience : Three years of practical work experience involving the
operation of an emergency law enforcement and/or fire dispatch system.
Education: Specialized training in police and fire emergency dispatch
work.

Resolution HOUSING PROGRAM ADMINISTRATOR
DEFINITION
Under general direction, to plan, direct, supervise and coordinate the City
housing program; to provide highly responsible staff assistance to the City
Manager, City Council, and Housing and Redevelopment Advisory Committee; and to
do related work as assigned.
EXAMPLES OF DUTIES
Oversee the administration of federally funded housing assistance program.
Make presentations to City Council, Housing and Redevelopment Committee and
other organizations.
Prepare, monitor and administer operating budget and funding allocations.
Select, train, supervise and evaluate staff.
Provide liaison with federal, state and local housing agencies.
Recommend and update rules, regulations and policies of the Housing Authority.
Assure implementation of Section 8 Existing and Housing Voucher Program policies
and procedures as per established program guidelines.
Perform related duties as assigned.
QUALIFICATIONS
Knowledge of
Rules and Regulations involved in HUD funded housing programs.
Management and administrative policies and procedures.
Principles, methods and practices of public administration.
Budget and grant preparation.
Ability to
Organize and administer program functions and activities.
Train, supervise and evaluate staff .
Establish and maintain effective working relationships with government agencies,
property owners, other City employees and the general public.

Education: Graduation from an accredited college or university with a
bachelor's degree in public administration or a related field.
