RECOMMENDED ACTION:
Adopt Resolution No. f94a approving plans and specifications,
appropriating funds and authorizing the City Clerk to advertise
for bids for the construction of a one-way northbound truck
bypass route on Rancho Santa Fe Road, Project No. 3261.
ITEM EXPLANATION:
On January 13, 1987, the City Council approved a Memorandum of
Agreement with the City of San Marcos designating Rancho Santa Fe
Road as a temporary northbound truck route. Necessary to this
designation is the construction of a one-way truck bypass route
beginning immediately north of La Costa Avenue utilizing the
abandoned Rancho Santa Fe Road alignment. The contract
documents, .including plans and specifications, have been prepared
by the project consultant, Keltner and Associates. Contract
documents call for a forty-five (45) calendar day construction
period with a $500 per calendar day bonus clause for early
completion. Additionally, a $1,000 per calendar day penalty
clause appears in the contract documents to encourage timely
completion. The construction provides for the installation of
transition zones entering and exiting the abandoned Rancho Santa
Fe Road alignment which will be utilized for the truck bypass.
Rancho Santa Fe Road both north and south of the bypass will be
adequately signed and striped to increase vehicular and
pedestrian safety in this area.
The plans and specifications include an additive bid alternate
which incorporates the installation of a truck inspection lane
for the Carlsbad Police Department to begin their truck
inspection and enforcement program. This lane will be located on
the west side of the bypass travel lane within existing City
right-of-way of the abandoned Rancho Santa Fe Road alignment.
This additive bid alternate item will be bid lump sum and is not
reimburseable under the proposed reimbursement agreement pending
with the County of San Diego. The City Council can make a
determination of its desire to fund construction of this
particular item at the time of bid award.
The City of Carlsbad/County of San Diego reimbursement agreement
to fund the project from the County's Solid Waste Enterprise Fund
is scheduled to be heard by the County Board of Supervisors on
January 27, 1987.

There is presently no City appropriation for this project. It is
recommended that a funds transfer in the amount of $200,000 from
the unappropriated balance of the General Capital Construction
Fund to the project account No. 300-820-1840-3261 be approved as
a temporary loan to construct this project, subject to
reimbursement by the County of San Diego. Award of bid for this
project is tentatively scheduled for March 3, 1987.
Reimbursement from the County of San Diego's Solid Waste
Enterprise Fund is anticipated to occur in approximately six (6)
months.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF C
CALIFORNIA. APPROVING PLANS AND SPECIFICATIONS,
RLSBAD,

APPROPRIAT~NG FUNDS AND AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF THE RANCHO
SANTA FE ROAD TRUCK BYPASS, CONTRACT NO. 3261
WHEREAS, the City Council of the City of Carlsbad,
California has determined it is necessary and in the public
interest to construct the Rancho Santa Fe Road Truck Bypass;
and
WHEREAS, plans and specifications for the furnishing of
all labor, materials, tools, equipment, transportation, and
other expenses necessary or incidental for said project,
Contract No. 3261, have been prepared and are on file in the
Municipal Projects Department of the City of Carlsbad and are
incorporated by reference herein; and
WHEREAS, the City Council of the City of Carlsbad desires
to make a temporary loan of City funds to enable construction
of this project at this time subject to a pending reimbursement
agreement with the County of San Diego;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the plans and specifications as presented are
hereby approved.
3. That the City Clerk of the City of Carlsbad is hereby
authorized and directed to proceed to publish, in accordance
with law, Notice to Contractors inviting bids for the
construction of the Rancho Santa Fe Road Truck Bypass in

accordance with the plans and specifications hereinabove
referred to.
4. That a funds transfer in the amount of $200,000 is
hereby approved from the unappropriated balance of the General
Capital Construction Fund to the project account No. 300-820-
1840-3261 to enable proceeding with the construction of this
project at this time subject to a pending reimbursement
agreement with the County of San Diego.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 27th day of January 9
1987 by the following vote, to wit:
