RECOMMENDED ACTION:
Authorize the purchase of additional library shelving to provide for the removal and
redistribution of books on the library mezzanine.
ITEM EXPLANATION:
In November 1986 a 2 inch deflection was discovered in the library mezzanine floor.
The Community Devela=ent Director inspected the mezzanine structure and found no
evidence of structural failure. As a safety precaution, the Director recommended
removing most of the books from the west side of the mezzanine. This was done by
moving the general fiction collection to the library conference room.
After removal of the books, engineering studies verified the deflection in the floor.
The library architect and the structural engineers recommended further reduction and
redistribution of the weight on the mezzanine. This will require a total reorganiza-
tion of the book shelving and the transfer of an additional portion of the collec-
tion to the library conference room. These changes will insure that the distribu-
tion of the collection remaining on the mezzanine will conform to the weight loading
requirements designed into the building.
FISCAL IMPACT:
New shelving, and the dismantling and reassembling of existing shelving will require
the expenditure of approximately $15,000. Funds are not available in the current
library budget.

Dear Tony:
Pursuant to our telephone conversation yesterday evening, I have
contacted the Structural Cngineering on subject project and have
been informed that, in his recollection, the design live loading
used for the mezzanine was 125 pounds per square foot. It is my
recollection that the spacing of the stacks was about 6'-0" o.c.
since this area was designed as a study area with stacks. You
indicated to me on the telephone, that the stacks have been
spaced about three feet on center. This spacing would increase
the loading on the floor system.
It is recommended that the number of stacks in the mezzanine be
reduced and spaced six feet on center.
I have requested that the Structural Engineer try to locate the
calculations for this project and to notify me of their existance
if they are found.

RESOLUTION NO. 8950_
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZING THE ADDITION
OF SHELVING ON THE LIBRARY MEZZANINE AND
TRANSFERRING FUNDS.
WHEREAS, the City Council has determined that the Carlsbad City Library
will purchase additional shelving to provide for the removal and redistribution
of books on the library mezzanine and,
WHEREAS, additional funds in the amount of $15,000 will be required to
fund the new shelving and the dismantling and reassembling of existing
shelving;
NOW, THEREFORE, BE IT RESOLVED BY THE City Council of the City of
Carlsbad es follows:
1. That the transfer of $15,000'from the City C6UnciT's contingency
account is hereby approved, reducing the contingency fund balance to
$708.133.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council of
the City of Carlsbad held the 27th day of January 1987, by the
following vote, to wit:
AYES: Council Members Lewis, Kulchin, Pettine and Mamaux
