Approve in concept expansion of the Shadowridge Water Reclamation Plant (Buena Sanitation District) from 1.0 MGD 1.78 MDG and, 2. Agree to participate in and, if necessary, fund a proportionate share of the costs of a reorganization study of the Joint Advisory Committee and the Encina WPCF. ITEM EXPLANATION; The above items were brought before the JAC at its meeting of January 28 and the JAC requested that the respective Councils and Boards indicate approval before proceeding. A short recapitulation of the issues is: 1. Buena has requested approval in concept of its proceeding to expand the Shadowridge Reclamation Facility from 1.0 to 1.78 MGD capacity. The Shadowridge facility does not process the solids from its sewage but transports them to Encina for processing. This results in an "enriched" effluent which has the solids equivalent to a higher normal flow. Encina was sized and funded based upon liquid flows (expressed as million gallons per day). Current capacity is 22.5 MGD although the digesters which process the solids can process up to 26 MGD of normal solids. The Shadowridge increase in solids may, at some future time, exceed its ownership right (4.6%) of the digester capacity. Buena has agreed to either acquire additional solids capacity as part of the next expansion or procure excess solids capacity from some other agency. The best alternative will not be known until the completion of the Facilities Plan (sometime in July-August 1987); however, Buena desires to proceed with its planning at this time. Solids resulting from this expansion will not be sent to Encina for at least four years and it is reasonable to believe that capacity will be available for them at that time. It is recommended that Council approve this matter by minute motion. 2. JAC has discussed and undergone some reorganizaton in the past ten years. Leucadia County Water District, the present administrator, believes that a further reorgani- zation of the facility is warranted at this time. The Leucadia directors cite a slow decision-making process which requires unanimous agreeement of all six agencies for changes to the basic agreement, all appropriations and policy matters and the fact that two-thirds of its board meeting time is devoted to Encina matters, as reasons for further reorganization study. Leucadia is proposing that a scope of work be developed by the Plans and Policies Committee for approval at the March JAC meeting. It is recommended that participation in the reorganization study be approved. Page 2 of AB# The following are items of Council interest which were discussed at the JAC meeting: 1. The contract for development of the Faciities Plan was awarded to Corolla Engineers and should be complete by July, 1987. 2. Mr. Mamaux will serve as Carlsbad's representative to the Budget Advisory Committee. 3. The Solids Management Study should be complete by mid-February. FISCAL IMPACT; None EXHIBITS; 1. This request is in accordance with Section l(a) of the Twenty Seventh (27th) Supplement, since the proposed expansion will eventually result in solids being treated in Unit I of Encina. If there is the need to acquire additional solids capacity at Encina, we would recommend that Buena pay its fair share for this capacity. This is an uncertainty at this time. However, the Phase IV Study, which is to be completed in June, 1987, will define the present solids processing capability at Encina and the proportionate solids capacity of each agency. After reviewing this matter, the Technical Advisory Committee (TAC) members concluded that the proposed expansion be approved in concept at this time. Final approval is to follow the completion of the Phase IV Study. At that time, a good faith review may be in order for the provisions of the 27th Supplement. Therefore, on behalf of the Buena Sanitation District, it is requested that each agency approve in concept the Shadowridge expansion with final approval being subject to solids capacity requirements determined by the Phase IV Improvements Study.
