ACCEPT BIDS, AWARD CONTRACT, AND
FUNDS FOR THE CONSTRUCTION
IEPT. MP I OF THE RANCHO SANTA FE ROAD TRUCK BYPASS CITY MGR.*
RECOMMENDED ACTION:
Adopt Resolution No. f7/3 accepting bids, appropriating
funds, and awarding Contract No. 3261 for the construction of the
Rancho Santa Fe Road Truck Bypass.
ITEM EXPLANATION:
On January 27, 1987, the City Council approved plans and
specifications and appropriated $200,000 as interim financing
subject to reimbursement from the County of San Diego, for the
construction of the Rancho Santa Fe Road Truck Bypass. The
approved plans and specifications include design features
necessary for traffic safety and weight limit enforcement for
trucks. Additional consultant design costs supplemental to the
scope of the original design contract include:
1. 330’ automobile merge lane at bypass entrance $2,000
2. 525’ of additional truck merge lane at bypass exit 3,300
3. Truck inspection lane design 1,500
Total $6,800
Construction costs and contingency for the design of the truck
inspection lane are $5,000. Total costs, including design, will
not exceed $6,500. Staff believes construction of a vehicle
inspection lane would provide the Police Department the level
area necessary to stop and weigh trucks for compliance with State
weight limits.
On January 27, 1987, the San Diego County Board of Supervisors
approved a Memorandum of Agreement with the City of Carlsbad and
the City of San Marcos. The Memorandum included additional
County funding of up to $15,000 for an early completion incentive
for the contractor. Staff recommends the City Council
appropriate an additional $21,500 at this time representing the
potential $15,000 incentive payment, as well as the $6,500 for
the design and construction of the inspection lane.
The County included in the Memorandum of Agreement a requirement
that the City of Carlsbad adopt a policy consistent with County
of San Diego standards to encourage minority business enterprise
participation in the truck bypass construction. The approved
construction specifications included the minority business
enterprise requirements as required by the County Public Works
Department. Staff recommends the Council approve the attach
agreement affirming the minority business enterprise policy.

On February 25, 1987, four (4) sealed bids were received for the
project as follows:

Staff recommends the City Council award the lowest responsive bid
in the amount of $164,583 to Southland Paving.

It is recommended that a funds transfer in the amount of $21,500
from the unappropriated balance of the General Capital
Construction Fund to the project account No. 300-820-1840-3261 be
approved for project construction. The City would be eligible
for County of San Diego reimbursement following construction
completion.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING BIDS, APPROPRIATING
FUNDS, AUTHORIZING ADDITIONAL DESIGN, ADOPTING
MINORITY BUSINESS ENTERPRISE POLICY FOR THE PROJECT,

WHEREAS, the City Council of the City of Carlsbad,
and
WHEREAS, bids for the construction of said project have

WHEREAS, the San Diego County Board of Supervisors has
authorized additional reimbursement to the City of Carlsbad of
funds in the amount not to exceed $15,000 as contractor
incentive payments for early completion of the project; and
WHEREAS, the City Council wishes to include in the bypass
construction a truck inspection lane at a cost not to exceed
I $6,500; and
WHEREAS, additional work in the amount of $6,800 by the
engineering consulting firm of Keltner and Associates, Inc. is
necessary for the design of the truck inspection lane and
additional lengths of a merging lane for traffic safety; and
WHEREAS, the San Diego County Board of Supervisors has
stipulated that reimbursement of City expenses for the
construction of the truck bypass is contingent upon the City
Council of the City of Carlsbad adopting a policy to encourage
the participation of minority business enterprises in the

WHEREAS, the low bid received for the construction of said
project was submitted by Southland Paving, Inc. in the amount
of $164,583.25; and
WHEREAS, a current appropriation exists in the amount of
$200,000 for this project; and
WHEREAS, an additional appropriation in the amount of
$21,500 is required to construct the project;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
Carlsbad, California, as follows:
That the above recitations are true and correct.
That the City Council has determined it necessary and
public interest to construct the Rancho Santa Fe Road
pass.
That the City Council approves additional engineering
work in the amount of $6,800 by Keltner and Associates,
That the City Council adopts for this project a

and directs staff to implement said program through the
language contained in the project specifications.
5. That the City Council determines that the bid

accepted and the Mayor and City Clerk are hereby authorized to
execute a contract thereafter.
6. That an appropriation of funds in the amount of $21,500
from the unappropriated balance of the General Capital
Construction Fund to the project account No. 300-820-1840-3261
is hereby authorized and approved.
7. That the City Council of the City of Carlsbad h.ereby
authorizes the increase of purchase order number 3010 an
additional $6,800 for additional project engineering design.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 10th day of March 9
1987 by the following vote, to wit:
