RECOMMENDED ACTION:
Approve Resolution No. 9000 appointing John Mamaux as the
Council Representative arid Eric Larson as the alternate
representative to the San Diego Water Reclamation Agency.
ITEM EXPLANATION:
The City of Carlsbad is a member of the San Diego Region Water
Reclamation Agency. The Board of Directors of the agency is
composed of elected members of the member agencies. Information relating to the agency is attached. Mayor Lewis is recommending
that Council Members Mamaux and Larson be appointed.
FISCAL IMPACT:
No impact by this action.

WHE EAS, the City of Carlsbad is a member agency of t
San Dieg Region Water Reclamation Agency; and
WHE EASY the City Council desires to appoint a member
an alter ~ ate to represent the City of Carlsbad as a member

INFORMATION ON SAY DIEGO RECLAMATION AGENCY
The City joined w th other agencies in 1977 under a joint powers ai
ment for the foll i wing purposes:

1. To joint y study the methods and technology of water
reclamat on, water management and the reuse of waste-

be adopted by the parties hereto for use and application

Basically, the pulpose of the organization was to perform applied r
search of process s relating to sewage effluent. They utilize faci
ties of the old E A project at; Padre Dam - Bert Elkins is the Manag

basis of $1,5OO/y i ar plus $100 per 100,000 gallons of rated flow (c
$5,400 for Carlsbqd) - Carlsbad has contributed $54,200 in membersf
fees since 1977. 10rganizationally, there are two groups:

1. Board of~Directors - an elected official of each member
agency not currently filled.

2. Managemelt Committee - an appointed member from each 7 agency t9 provide technical review of RFP's, contracts,
etc. - Director of Utilities & Maintenance.
