PER CII OF CARLSBAD - AGENC - BILL TITLE AMENDING THE CLASSIFICATION AND SALARY PLAN FOR PUBLIC INFORMATION OFFICER RECOMMENDED ACTION: City Council adopt Resolution No. adopting the classification description and salary plan for Public Information Officer. 87 9 a ITEM EXPLANATION: For the past several years, the functions of the Public Information Officer have been accomplished by a Senior Management Analyst through the City Manager's Office. Recently, the Analyst was reassigned to the Research and Analysis division to perform other duties. Staff feels it is important and in the best interest of the city to create a specific classification for Public Information Officer. Personnel has reviewed the position and developed a job classification for adoption by the Council. FISCAL IMPACT: The biweekly salary range will be $1,118 - $1,427. $37,102 on an annual basis, This equals $29,068 to The funding for this position is available. EXHIBITS : Resolution No. 8992 . .' I I { I 1 ! 1( 1: 1: 1: 14 1: 1E 17 1E 19 2c 21 22 23 24 25 26 27 28 RESOLUTION NO. 8992 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN AND SALARY SCHEDULE OF THE CITY TO ADOPT THE CLASSIFICATION OF PUBLIC INFORMATION OFFICER WHEREAS, the City Manager recommends and the City Council concurs, that the classifications of Public Information Officer should be adopted and included in the City's Classification Plan and Salary Schedule. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City Manager to add the classification of Public Information Officer as described in Attachment A, attached hereto and made a part thereof. 3. That the City Council authorizes and directs the City Manager to add the title of Public Information Officer to the Management Salary Schedule at thc range of $1,118 - $1,427 biweekly as shown on Attachment B, attached hereto and nade a part thereof. RAUTENKRANZ, City Clerk ( SEAL ) Attachment PUBLIC INFORMATION OFFICER DEFINITION Under general direction, performs responsible work to organize and maintain a public information program for the City; prepare and disseminate a variety of information materials to the public regarding City activities and services, and to do related work as assigned. EXAMPLES OF DUTIES Prepare and disseminate news releases regarding City events, services and regulations in conjunction wity City departments. Arrange press coverage for City special events. Maintain contacts with the news media to assure accuracy of City information disseminated and identify and correct reporting errors. Coordinate special events such as dedications, ground breakings, ribbon cuttings and receptions. Write speeches for public officials. Develop, write and produce the City's newsletter which includes establishing a theme, working with related departments and layouts. Design, write and layout informational brochures intended to focus on specific departmental activities and programs. Develop and maintain special multi-media presentations such as slide show, displays and art exhibits. Identify and counsel public officials on public relations concerns in the policies, programs and issues being reviewed. QUALIFICATIONS Knowledge of Principles of organization, administration, budget and personnel administration. Communication theory. Principles and techniques of journalistic writing and reporting. Media sources and resources. Methods of planning and implementing an effective public information program. Planning and preparing media releases and news conferences. Ability to Communicate clearly and concisely, orally and in writing. Establish and maintain effective relationships with those contacted in the course of work. Exercise judgement in the release of information. Write creatively and to translate technical information into lay language. Gather and verify news information through interviews, observation and research. Organize news material and determine a story slant or emphasis. EXPERIENCE AND EDUCATION Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: ExDerience Two years of progressively responsible experience in public relations, journalism, public information, or a related field. Education Equivalent to a bachelor's degree in journalism, communications, public/business administration, public relations or a related field. NECESSARY SPECIAL REQUIREMENT Possession of a valid Class I11 California driver's license.
