PLN RECOMMENDED ACTION: TITLE: REQUEST FOR CITY COUNCIL AUTHORIZATION DEPT. HD. TO HIRE AN ENVIRONMENTAL CONSULTANT TO REVIEW THE NORTH COUNTY RECYCLING CITY AllYYB AND ENERGY RECOVERY CENTER. CITY MGR.~ The Council direct staff to hire a consultant to review the Environmental Impact Report for the North County Recycling and Energy Recovery Center. ITEM EXPLANATION Carlsbad recently received an Amended Supplemental Notice of Preparation of a Draft Environmental Impact Report from the City of San Marcos. This EIR will address the impacts of changes to San Marcos General Plan and the development of the North County Recycling and Energy Recovery Center. This project is more commonly known as the San Marcos Trash to Energy Plant. The Notice of Preparation asked for Carlsbad's views as to any changes in the scope and content of the environmental information that was submitted to the City when the previous EIR for this project was prepared. Attached is a copy of staff's comments in response to this notice. San Marcos has informed staff that the Draft Environmental Impact Report should be completed by the end of March. This document will be rather lengthy, highly technical document requiring a considerable amount of time for a thorough review. Due to the present workload it would be difficult for a member of the Planning staff to budget the amount of time needed to adequately review this document. If the Council wants to take an active role in the review of this project staff recommends that a consultant be hired to review and comment on the EIR. Staff has contacted the following three consultant firms that have indicated that they would be willing to work on a contract basis to review and comment on this document. RECON WESTEC PHILIP HENSHAW & ASSOCIATES If the Council agrees with this recommendation they should authorize staff to hire a consultant to review and comment on the Environmental Impact Report for the North County Recycling and Energy Recovery Center. FISCAL IMPACT The cost of this service has not been determined at this time, however, staff estimates that it would be less than $10,000.00. EXHIBITS 1. Richmar Avenue San Marcos, CA 92069 DRAFT ENVIRONMENTAL IMPACT REPORT FOR THE NORTH COUNTY RECYCLING AND ENERGY RECOVERY CENTER Thank you for the opportunity to express Carlsbad's concerns in regards to the above mentioned EIR. 1. 2. 3. Traffic Circulation Staff believes that the Circulation section of the EIR should closely examine the impacts of the proposed project on Melrose Avenue, Rancho Santa Fe Road and Questhaven Road. Special attention should be paid to the intersections of these roads. The EIR should discuss how the future construction of arterial roads in San Marcos could impact the present traffic load on Rancho Santa Fe Road. Land Use Compatibility The EIR should examine the compatibility of the proposed project with existing and future residential land uses in the portion of Carlsbad closest to the proposed project. Mitigation measures should be suggested to minimize the impact of the proposed project on these properties. Visual The EIR should examine the visual impact of the proposed project. Since the previous EIR was prepared, several projects have been approved and/or built in the portion of Carlsbad closest to this site. It appears that at least a portion of the plant will be visible from these residences. The EIR should discuss the impact of this on those properties. -. March 6, 1987 Page Two 4. Air Quality The EIR should examine the impacts on air quality due to the proposed project. This will be expecially important during Santa Ana conditions when the prevailing wind will blow any pollutants created by this use onto the La Costa area. The EIR should include mitigation measures to ensure air quality during all weather conditions. Once again, let me thank you for the opportunity to comment on this project in regards to its potential impacts on Carlsbad. Carlsbad, CA. 92009 I request that the following specific items be included in the consultants' study and review of the North County recycling and Energy Recovery Center. It is important that we ascertain what damages this Facility will do to our citizens now, and not at some later date after the damage has been done. 1) the landfill is almost full, and at least l/3 of everything trucked in will have to be trucked back out again to another landfill? 2) What is the logic of building a Plant that, because of its location, can only burn a maximum of 364,000 tons per year, as set by the APCD? What is the logic of building this Plant in a location where 3) when it costs 29 to 3 times more to produce it than SDG&E pays other sources for the same product? 4) now?, in 2 years?, ?n five years?, in ten years? their share of the tiping fee, for each time period? What is the logic in building this Plant to produce electricity, What is the average tiping fee per ton in a sanitary landfill What would be the monthly cost to each residential customer for 5) now?, in 2 years?, in five years?, in ten years? their share of the tiping fee, for each time period? What is the average tiping fee per ton in a trash burning plant What would be the monthly cost to each residential customer for 6) or anywhere near the proposed site, including Carlsbad? 7) If the trash plant is constructed, what will the increase to Carlsbads air be of the following? Why were no wind current tests conducted at the proposed site, 1) Heavy metals 6) Hydrochloric Acid 2) Trace metals 7) Nitrogen oxides 3) Dioxins 8) Carbon Monoxide 4) Sulfur Dioxide 9) Hydrocarbons 5) Hydrofloric Acid 10) Particulates 8) the health of the human body? What impact do each of the items listed in question #7 have on 9) a truck route, what will the increase in heavy truck traffic be on Carlsbads' roads directly attributable to the trash plant? If the trash plant is constructed, and if Melrose is designated c I .- c page 2 of 2 10) If Melrose is designated a truck route, will the majority of trash trucks from the North county use Carlsbads' roads, or San Marcos's roads? 11) Does the zoning that San Marcos established to allow the trash plant to be built, also allow other possible pollution and toxic producing facilities to be built in that same area? that would qualify to be constructed in that area, and what their impact on the citizens of Carlsbad would be?
