LIB RECOMMENDED ACTION: Adopt Resolution No. m99 f approving expenditures from the Civic Arts Fund. ITEM EXPLANATION Austin-Hansen-Fehlman Group have indicated four locations in the Redevelopment area as "place makers", areas targeted for public art to make it a special place, Three of these locations will act as gateways into the area; the north and south end of Carlsbad Boulevard and Elm Avenue at Interstate 5. The fourth is the intersection of Elm Avenue and Carlsbad Boulevard. The Arts Commission and Redevelopment staff recommend commissioning an artist to design these gateways and propose a work of art for the major intersection indicatc above. The artist's fee and related expenses are not to exceed $15,000 and will be funded from the 1% Art fund aE authorized in accordance with Chapter 2.18 of the Carlsb; Municipal Code. See Exhibit "A" for selection process. FISCAL IMPACT Expenditure from the Cultural Art Fund is not to exceed $15,000 for the artist's design fee. Materials and implementation costs will be paid by Redevelopment. EXHIBITS 1. Selection Process 2. March 30 - Selection Committee selects 3-5 artists. Selection Committee: Manager, Arts Program Manager, Redevelopment Agency Representative, Austin-Hansen- Fehlman Group Arts Commission member Artist 1. An Arts Professional (curator) will receive an honorarium tc select and show 15-20 artists' slides to selection committee. April 7 - Slides of 3-5 artists will be shown to Merchants Design Task Force for final artist selection. Artist works with design consultants and will present their public art proposal to the design task force. Redevelopment Agency approves proposal and funds implementation of artwork.
