TITLE:
ADOPTING THE CLASSIFICATION
AND SALARY PLAN FOR
BUILDING MAINTENANCE SUPERINTENDENT
RECOMMENDED ACTION:
City Council adopt Resolution No. 10 1 Q , adopting the classification
description and salary plan for Rui ding Maintenance Superintendent.
ITEM EXPLANATION
The Personnel Department in concurrence with the Parks and Recreation Department
is recommending that a new classification be established for Building
Maintenance Superintendent. This classification is being requested because the
responsibilities of the Building Maintenance division have expanded greatly over
the last year.
It is important to review the history of this division. Approximately four
years ago, Building Maintenance was under the auspices of the
Utilities/Maintenance Department.

maintain, clean and repair. For this reason, it would be in the best interest
of the City to employ a Building Maintenance Superintendenet to coordinate these
activities. If appointed, the Superintendent would supervise the following
staff:
(1 Building Maintenance Supervisor
(1) Building Maintenance Carpenter
(1) Maintenance Worker I
(1) Custodian I1
(6) Custodians
FISCAL IMPACT
The recommended salary range for the Building Maintenance Superintendent is $1,315 -$1,679 biweekly. This equals $35,190 - $43,654 on an annual basis.
This is comparable to the salary of other Superintendents throughout the City.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING THE CLASSIFICATION
PLAN AND SALARY SCHEDULE OF THE CITY TO ADOPT
THE CLASSIFICATION OF BUILDING MAINTENANCE SUPERINTENDENT
WHEREAS, the City Manager recommends and the City Council concurs, that the
classification of Suilding Maintenance Superintendent should be adopted and
included in the City's Classification Plan and Salary Schedule.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City Manager to add
the classification of Buildinq Maintenance Superintendent as described in
Attachment A, attached hereto and made a part thereof.
3. That the City Council authorizes and directs the City Manager to add
the title of Building Maintenance Supervisor to the Management Salary Schedule
at the range of $1,315 - $1,679 biweekly as shown on Attachment B, attached
hereto and made a part thereof.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City
Council held on the 7th day of April , 1987, by the following
vote, to wit:

BUILDING MAINTENANCE SUPERINTENDENT
DEFINITION
Under general direction, to administer, plan, organize, coordinate, direct and
participate in the maintenance and operatinq requirements for all City owned and
leased facilities: to supervise the servicinq of all equipment relating to these
facilities; to supervise building and custodial maintenance personnel and
contract service: and to perform related work as assigned.
EXAMPLES OF DUTIES
Administer, plan, organize, direct and supervise the maintenance and operating
programs for City facilities and equipment.
Coordinate repair of City equipment.
Meet with vendors and contractors to establish scope of work, bids, estimates
and work schedules for special projects.
Inspect construction and maintenance areas to ensure work is done properly.
Coordinate security of facilities and equipment.
Inspect buildings and equipment to determine what work is needed to adequately
maintain them.
Develop a preventive maintenance program.
Process and schedule work orders.
Requisition and purchase materials and supplies.
Maintain records of work performed and supplies used.
Perform contract administration.
Prepare plans and specifications for contracts, agreements and the purchase of
equipment.
Participate in budget preparation and administration.
Supervise, train and evaluate subordinates.
Serve as Parks and Recreation Director as assiqned.
OUALIF ICATIONS
Knowledae of
Materials, methods, tools and equipment used in construction, building
maintenance and repair.
Methods and techniques in enerqy management.

evaluations.
Ability to
Communicate clearly and concisely, orally and in writing.
Plan, direct and coordinate the repair and maintenance of all City owned and
leased facilities and equipment.
Establish and maintain cooperative relationships with those contacted in the
course of work includina negotiating work with outside contractors.
Perform a variety of skilled tasks in building maintenance.
Read and interpret building plans and specifications.
Maintain records and prepare complex reports.
Estimate time, materials and equipment needed to perform maintenance and repair
work.
Supervise, train and evaluate subordinates.
Experience and Education
Any combination equivalent to experience and education that could likely provide
the required knowledge and ability is qualifying.
