MP CITY I RECOMMENDED ACTION: Adopt Resolution No. "312- approving in concept a joint of Carlsbad and Carlsbad Unified School District projec construct a Senior Citizens Center and School Dist administrative office facility, direct City staff to cont negotiations with District officials to finalize an agreement property acquisition and pro-ject development, accept the att: joint real property appraisal report, direct staff to assf and solicit project architect proposals, and approve a tempc loan from the General Capital Construction Fund to the prc account to finance initial project expenses. ITEM EXPLANATION: Representatives of the City of Carlsbad and the Carlsbad Un School District have met on several occasions over the last (3) months and discussed the concept of a joint City/Sc District project to construct a Senior Citizens Center and SI District office facility in the downtown area. In general terms, the project proposes the City acquirl develop approximately 3.02 acres of existing School Dis owned property located at 801 Pine Avenue. The basic concep the development of the project includes: - The City will purchase from the School District pro1 sufficient to develop a joint City of Carlsbad SI Citizens Center and School District Administrative 0 Complex. The value of the property will be determined joint City/School District appraisal. - The City will defer the cash payment for the purchase o property to the School District until the District relo to permanent facilities at another location. - The School District will pay the City the current m value for the leased administrative office space i project . - The City will offset the School District's lease paymen the value of a reasonable rate of return of interest upon the property's purchase price. The Sc District will occupy these facilities for a period of necessary to secure, finance, and construct permanent Disi facilities at another location. Following the School Distr relocation, estimated to be approximately five (5) to ten years, the administrative office facilities will the1 converted for expanded Seniors Center use. Both the City of Carlsbad and the Carlsbad Unified SI District have commissioned a joint appraisal report analyzini estimated value of the School District's property. A copy o joint appraisal report is attached and establishes the vali the property at $11.00 per square foot. The total co: purchasing 3.02 acres is $1,447,000. Following the completii the architectural programming and site development phases o project, a more definite square footage requirement for the project will be known. Therefore, the final purchase prici the property may vary slightly from the above figure i project architects determine that a greater or lesser amoui property is required. A project of this magnitude and complexity will rei professional architectural services, as well as I disciplines, at the earliest time. Staff recommends the Coi direct the solicitation of proposals from qualified architec firms to begin analyzing the proposed project. Particu critical to the project at this stage is an extensive, det space programming analysis of current and projected space for both the Seniors Center and the School District's ge office requirements. The data produced from the progra phase provides the foundation for subsequent site develop schematic design, working drawings, and project b e st imat ing . Following Council's direction, staff will ass the necessary request for architectural proposals for project and begin the consultant selection process. Staff recommends the following architect selection committee 1. Superintendent, Carlsbad Unified School District 2. Board Member, Carlsbad Unified School District 3. Councilmember, City of Carlsbad 4. City Manager, City of Carlsbad 5. Municipal Projects Manager, City of Carlsbad 6. Senior Citizens Coordinator, City of Carlsbad 7. Senior Citizens Commissioner, City of Carlsbad Several issues such as zoning, land use compatibi environmental and building requirements, traffic impacts, a and parking, potential State and Federal regulations gave 0 0 Page Three of Agenda Bill No. 89S/ facilities for the elderly, State of California Departme Education requirements, and others will require further stu City and School District staff as well as the project arch team. Staff will report to the City Council the status o continuing negotiations with the School District. FISCAL IMPACT: In the 1986-87 Capital Improvement Program budget, the Council appropriated $1,700,000 of Redevelopment Funds increment bond financing) for this project. The Finance Dir has indicated that bonds will need to be sold to finance thi other redevelopment projects. Therefore, cash in the amount does not presently exist since it is unlikely t redevelopment bond issue can be assembled prior to Jun 1987. The final cost of the project will be considerably more $1,700,000 given the value of the land, demolition of exi structures, construction including all furnishings of tt- facilities, site development costs including parking landscaping facilities, architectural fees, and miscellz engineering, inspection, soils testing, permit processin< related project management expenses. A more precise PI budget will be assembled as a required phase of the PI architect's scope of work following completion of the progrz and schematic design phases of the project. A temporary loan from the unappropriated balance of GE Capital Construction Fund, account No. 300-941, in the amoL $300,000 will be required to fund the estimated cost of property appraisal services, architectural fees for PI design development, and related preliminary engineerin( administrative project expenses at this time. Initial fin: for this project in the above requested amount will be inc in the total project budget and factored into the lease cc the School District. If Redevelopment funds are selected : ultimate funding source for this project, the initial pr funding of $300,000 from the General Capital Constructior can be recovered.
