RECOMMENDED ACTION:
Adopt Resolution No. "312- approving in concept a joint
of Carlsbad and Carlsbad Unified School District projec
construct a Senior Citizens Center and School Dist
administrative office facility, direct City staff to cont
negotiations with District officials to finalize an agreement
property acquisition and pro-ject development, accept the att:
joint real property appraisal report, direct staff to assf
and solicit project architect proposals, and approve a tempc
loan from the General Capital Construction Fund to the prc
account to finance initial project expenses.
ITEM EXPLANATION:
Representatives of the City of Carlsbad and the Carlsbad Un
School District have met on several occasions over the last
(3) months and discussed the concept of a joint City/Sc District project to construct a Senior Citizens Center and SI District office facility in the downtown area.
In general terms, the project proposes the City acquirl
develop approximately 3.02 acres of existing School Dis
owned property located at 801 Pine Avenue. The basic concep
the development of the project includes:
- The City will purchase from the School District pro1
sufficient to develop a joint City of Carlsbad SI
Citizens Center and School District Administrative 0
Complex. The value of the property will be determined

- The City will defer the cash payment for the purchase o

Both the City of Carlsbad and the Carlsbad Unified SI
District have commissioned a joint appraisal report analyzini

purchasing 3.02 acres is $1,447,000. Following the completii
the architectural programming and site development phases o

project will be known. Therefore, the final purchase prici

A project of this magnitude and complexity will rei
professional architectural services, as well as I

for both the Seniors Center and the School District's ge

the necessary request for architectural proposals for
project and begin the consultant selection process.
Staff recommends the following architect selection committee

Several issues such as zoning, land use compatibi

facilities for the elderly, State of California Departme
Education requirements, and others will require further stu

FISCAL IMPACT:
In the 1986-87 Capital Improvement Program budget, the
Council appropriated $1,700,000 of Redevelopment Funds
increment bond financing) for this project. The Finance Dir
has indicated that bonds will need to be sold to finance thi
other redevelopment projects. Therefore, cash in the
amount does not presently exist since it is unlikely t
redevelopment bond issue can be assembled prior to Jun
1987.
The final cost of the project will be considerably more
$1,700,000 given the value of the land, demolition of exi
structures, construction including all furnishings of tt-
facilities, site development costs including parking
landscaping facilities, architectural fees, and miscellz
engineering, inspection, soils testing, permit processin<
related project management expenses. A more precise PI
budget will be assembled as a required phase of the PI
architect's scope of work following completion of the progrz
and schematic design phases of the project.
A temporary loan from the unappropriated balance of GE
Capital Construction Fund, account No. 300-941, in the amoL
$300,000 will be required to fund the estimated cost of
property appraisal services, architectural fees for PI
design development, and related preliminary engineerin(
administrative project expenses at this time. Initial fin:
for this project in the above requested amount will be inc
in the total project budget and factored into the lease cc
the School District. If Redevelopment funds are selected :

funding of $300,000 from the General Capital Constructior

The temporary loan of unappropriated General Capital Constri
funds will reduce this fund to approximately $2 million.
