HD!‘ CITY MG- v CITY ArrV Adopt Resolution No. 9013 appointing committee to review street circulation plan for the Rancho Santa Fe Road corridor. ITEM EXPLANATION: As a result of various public meetings, the City Council desires to review the street circulation plan for Rancho Santa Fe Road corridor in southeast Carlsbad. particular, a study is required for possible alternatives of traffic service on Rancho Santa Fe Road. In Committee is to review traffic data from Carlsbad, Encinitas, San Marcos, the County, and SANDAG and evaluate alternatives. Such evaluation will likely include computerized traffic assignments to various alternatives utilizing programs available to the City. Committee will recommend changes deemed necessary to the City Circulation Element and short- and long-range measures which should be considered by the City Council. Mike Holzmiller will serve as staff coordinator to the Committee, assisted by Marty Bouman, the City Transportation Planning Consultant. FISCAL IMPACT: The effort will require about 90 days with computer and consultant costs estimated at $12,000. EXH I B I T : 1. Resolution No. 90/3 appointing committee to review street circulation plan for the Rancho Santa Fe Road corridor. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 9013 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPOINTING THE CIRCULATION COMMITTEE TO REVIEW STREET CIRCULATION PLAN FOR SOUTHEAST CARLSBAD AREA. WHEREAS, the City Council approved appointing the Circulation Committee to review street circulation plan for the southeast Carlsbad area; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows : 1. That the above recitations are true and correct. 2. That the Circulation Committee be appointed. 3. That the Circulation Committee is requested to review traffic data from Carlsbad, Encinitas, San Marcos, the County, and SANDAG pertinent to the street circulation plan for Rancho Santa Fe Road corridor in southeast Carlsbad to determine traffic volumes, roadway standards, accident history, long-range plans, and current and future traffic problems. 4. That the Circulation Committee will recommend possible alternatives of traffic service on Rancho Santa Fe Road. Recommendations should include short- and long-range measures to be considered by the City Council. 5. That the Circulation Committee will serve not more than six months with a program report to Council on or before July 1, 1987. 6. That appointment to the Circulation Committee is a voluntary position and does not entitle the members to any compensation or reimbursement for expenses. 7.
