NOTICE OF COMPLETION FOR THE
CONSTRUCTION OF THE CARLSBAD BOULEVARD
TITLE:
IEPT. MP I BRIDGE, PHASE I, PROJECT NO. 3098 CITY MOR.&
RECOMMENDED ACTION:
Adopt Resolution No. qO3? accepting the construction of the
Carlsbad Boulevard Bridge, Project No. 3098 with accompanying
street improvements as complete, directing the City Clerk to have
the Notice of Completion recorded, appropriating all available
unappropriated project funds, and authorizing the Director of
Finance to transfer all remaining unexpended project funds,
following the completion of payment of all final claims and
costs, to Project No. 3205: Carlsbad Boulevard, Phase 11.
ITEM EXPLANATION:
Construction of the Carlsbad Boulevard Bridge over the Agua
Hedionda Lagoon has been satisfactorily completed. The final
contract amount of $2,384,485.79 includes eleven (11) Change
Orders totalling $1 4,403.8 8 (handled admi nis t rat ive ly in
accordance with Administrative Order No. 7) for necessary
additional work related to the project, The project has been
reviewed by CALTRANS as the administering agency for the project
grant funds.
FISCAL IMPACT:
Eighty percent (80%) of the construction costs of the bridge will
be reimbursed by the Federal Highway Bridge, Replacement and
Rehabilitation (HBRR) program and 86.22% of the road improvements
will be reimbursed by the Federal Aid Urban (FAU) program. Staff
has submitted invoices to the State and, to date, has received
$1,494,000 in reimbursements for the bridge and $230,234.71 for
the road improvements. The remaining costs for the bridge
construction and street improvements to be reimbursed to the City
will be processed by staff and forwarded to CALTRANS following
release of the retention.
Sufficient budgeted funds are available in the overall project
account spanning several fiscal years for the final contract
amount. Ten percent (10%) retention will be withheld until
thirty-five (35) days after the filing of the Notice of
Completion.
It is recommended the Council appropriate the remaining balance
of the deposit in the amount of $83,140.39 received from the San
Diego Gas & Electric Company representing SDGE's required
contribution for improvements related to the combined Phase I and
Phase I1 projects. Of the original $533,140.39 deposit from
SDG&E for this project, the Council previously appropriated
$450,000 of it in the 1985-86 Capital Improvement Program
budget.

Of the original State grant appropriations for the project
totalling $2,257,000, the total amount of qualified reimbursement
expenses is $2,065,479.00 from both the Federal Highway Bridge
Repair and Rehabilitation Program and the Federal Aid Urban
P r ogr am. Therefore, a total of $191,521 of the original State
grant appropriations are not available to be transferred to the
Phase I1 project. This amount is shown above.

the Engineering project consisting of the construction of the Carlsbad
Boulevard Bridge over the Aqua Hedionda Lagoon
on which The Daley Corporation
was the Contractor, and The American Insurance Company
was the surety, was completed.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ACCEPTING THE CONSTRUCTION OF THE CARLSBAD
BOULEVARD BRIDGE AS COMPLETE, DIRECTING THE CITY CLERK TO
FILE THE NOTICE OF COMPLETION, APPROPRIATING AVAILABLE
PROJECT FUNDS AND TRANSFERRING UNEXPENDED PROJECT FUNDS
TO THE CARLSBAD BOULEVARD, PHASE I1 PROJECT, NO. 3205
WHEREAS, improvements to the Carlsbad Boulevard Bridge,
Project No. 3098, have been satisfactorily completed; and
WHEREAS, the City Council of the City of Carlsbad has
previously appropriated certain funding for said project; and
WHEREAS, additional project funding is available but not
as yet appropriated for said project;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct,.
2. That the construction of the Carlsbad Boulevard
Bridge, Phase I, Project No. 3098, is deemed complete and
hereby accepted.
3. That the City Clerk of the City of Carlsbad,
California is directed to record the Noticd of Completion for
said project.
4. That the City Council of the City of Carlsbad hereby
appropriates previously unappropriated project funding from the
balance of a deposit received from the San Diego Gas & Electric
Company in the amount of $83,140.39 representing SDG&E's
required contribution for improvements related to this
project.
5. That the City Council of the City of Carlsbad hereby
authorizes the Director of Finance to transfer all remaining

unexpended project funding following the completion of payment
of all final claims and costs from the Phase I project No. 3098
to the Phase I1 project No. 3205 and hereby appropriates said
tranferred funding in the Phase I1 project No. 3205.
PASSED, APPROVED AND ADOPTED a a regular meeting of the
Carlsbad City Council held on the 28th day of April , 1987,
by the following vote, to wit:
