Approving Change Order No. 5 for the addition of a three (3) foot high reinforced concrete retaining wall for the Carlsbad Boulevard Seawall project. Approving Change Order No. 6 adjusting quantities of bid items for additional non-structural concrete backfill and reduction of structural concrete backfill. Approving an amendment extending the agreement between the City of Carlsbad and the State of California Department of Boating and Waterways. Approving an amendment to the agreement between the City of Carlsbad and the California State Coastal Conservancy to accept additional Conservancy grant funds for seawall access structures. Appropriating additional project funding from the State Department of Boating and Waterways, the California State Coastal Conservancy and the General Capital Construction Fund to the project account. ITEM EXPLANATION: The construction of the Carlsbad Boulevard Seawall is progressing according to schedule, The Tamarack Avenue Beach Parking Lot and access to Carlsbad State Beach will be open to the general public by May 27, 1987. Please reference attached Exhibit 1. As the completion date for the project as originally bid draws closer, staff recommends the Council approve several adjustments to the project at this time. The foundation and the upright sections of the seawall itself were completed approximately three (3) weeks ago. Backfill and compaction adjacent to the wall as well as installation of the Sycamore Avenue bluff-top stairway and repair of the Tamarack Avenue stairway are underway. The Tamarack Avenue Beach Parking Lot and access road will be vacated by the contractor on or about May 4, 1987 to be followed by resurfacing and restriping of the parking facility. The Beach Parking Lot and access to the beach in front of the entire length of the seawall will be open to the general public approximately May 27, 1987 as required by the terms of the contract. i 1. Page Two of Agenda Bill No. pypL/, 3- The original design of the seawall includes the installation of a ten (10) foot wide concrete sidewalk near the top of the wall extending the entire wall length of 3,200 linear feet. The design calls for construction of short retaining walls at several key locations adjacent to the sidewalk a total distance of approximately 150 linear feet in an effort to contain erosion and minimize slope failure. The contractor, Marathon Construction Company, the project design engineer, Woodward-Clyde Consultants, and City staff have reviewed the conditions of the slopes immediately east of the proposed sidewalk installation and unanimously recommend installation of a three (3) foot high reinforced retaining wall a distance of approximately 2,500 linear feet. The proposed retaining wall has been designed to match the appearance of the seawall and absorb any stress from potential slope failure. Staff recommends the City take advantage of the opportunity to install the retaining wall at this time while the contractor is mobilized and on site. The installation of the proposed retaining wall will increase pedestrian safety on the wall's sidewalk, reduce maintenance, and contain any surface sloughing from the adjacent slopes. Please reference attached Exhibit 2. Staff has secured approval from the State of California Department of Boating and Waterways to include this item in the project budget qualified for 75% reimbursement under the terms of our existing contract. A price has been negotiated with the contractor to install a reinforced colored concrete retaining wall a distance of approximately 2,500 linear feet at the rate of $65.00 per linear foot for an estimated total of $162,500. The final length and therefore cost of this item will vary slightly depending upon field conditions. Additionally, the contractor will credit the City $11,250 for deletion of the short sections of originally designed retaining wall so as to make the entire length of retaining wall uniform. Therefore, the net increase of Change Order No. 5 is $151,250. A thirty (30) consecutive calendar day time extension is required by the contractor to install the additional retaining wall so as to adjust the sequential phasing of the construction. The contractor will utilize the State Parks Ocean Street ramp as access to the project to complete the installation of the retaining wall and sidewalk. Since the Tamarack Avenue Beach Parking Lot and access to the beach the entire length of the seawall will be open to the general public, staff believes the time extension to install this critical item at this time is warranted. Staff recommends Council approve Change Order No. 5. Staff has secured the approval of State Parks representatives for the additional time required by the contractor to install the retaining wall since the parking facilities and beach itself will be available to the general public on schedule. - Page Three of Agenda Bill No. The design of the seawall foundation required the footing to key into the bedrock which was estimated at four (4) feet below the mean sea level. This "keying" effect provides the structural stability and enhances the ultimate design life of the seawall structure itself. During the excavation of the seawall foundation, the contractor discovered loose sand and cobbles at varying depths and lengths. This situation indicated the lack of bedrock which consequently required the contractor per the approved project plans and specifications to excavate and remove the unsuitable material. The process was then followed by forming and pouring structural and non-structural concrete to create a sufficient manufactured key with which to construct the seawall foundation. This situation was encountered in approximately 30% to 40% of the entire length of the seawall foundation. Please reference attached Exhibit 3. The existing contract for this project contains bid items for non-structural concrete at $200 per cubic yard and structural concrete at $300 per cubic yard, Because of the process described above, Change Order No. 6 is required to adjust the quantities of these bid items to reflect an increase of 720 cubic yards of non-structural concrete and reduction of 75 cubic yards of structural concrete. The net effect of Change Order No. 6 is as follows: Add 720 cubic yards of non-structural concrete at $200 per cubic yards $1 44,000 Delete 75 cubic yards of structural concrete at $300 per cubic yards 22,500 Net increase of Change Order No. 6 $1 21,500 The increased cost of Change Order No. 6 is 75% reimburseable per the terms of our contract with the State of California Department of Boating and Waterways since it effects the quantities and therefore cost of existing approved bid items. Staff recommends Council approve Change Order No. 6. The existing agreement between the City and the State of California Department of Boating and Waterways expires on July 1, 1987. Staff recommends Council approve the attached extension of the agreement to July 1, 1988. Please reference attached Exhibit 5. '. Page Four of Agenda Bill No. rL/&ye*!- With the assistance of Assemblyman Robert Frazee, the City has secured additional grant funding in the amount of $67,485 for beach access structures from the California State Coastal Conservancy to be applied to this project. This additional funding, coupled with the restructuring of the original Conservancy grant in the amount of $166,515, enables the City to apply the full $234,000 of approved grant funds directly to the project on a reimbursement basis with the Conservancy. These funds will be applied on an actual cost basis for the installation of the Sycamore Avenue bluff-top stairway and the seven (7) integral stairwells leading from the top of the seawall to the beach. Please reference attached Exhibit 6. Staff recommends Council approve amendment No. 1 to the City's California State Coastal Conservancy grant. FISCAL IMPACT: Funds in the amount of $3,786,515 have been previously appropriated by the City Council for this project as follows: 1. State Department of Boating and Waterways Grant $2,715,000 2. City of Carlsbad Revenue Sharing 905,000 3. State Coastal Conservancy Grant 166,515 Total Project Appropriations $3,786,515 The California State Coastal Conservancy has approved an additional $67,485 of reimburseable grant funds for the project. A provision of the City's agreement with the State of California Department of Boating and Waterways includes a $200,000 contingency reserve held by the State Department of Finance available for this project. A formal request has been made to the State Department of Boating and Waterways for the release of the project contingency to the City on the established 75% reimbursement basis. Please reference attached Exhibit 7. In order to utilize the contingency funds available from the State, the City must appropriate the 25% local agency matching funds. Therefore, staff recommends the Council appropriate the required matching funds in the amount of $67,000 from the unappropriated balance of the General Capital Construction Fund, ‘. SHORT DESCRIPTION: In August 1986, the Conservancy awarded a grant of $166,515 to the City of Carlsbad for access improvements at Carlsbad State Beach as part of the City's seawall project (Exhibit 1). The City has requested that the msewancy reconsider funding all seven instead of only zhree seawall to beach access staimays. Also, the bid to constru: t the project was higher than projected. Approval of the augmentation would allow constructlon of seven new seawall to beach staimays and construction of a new bluff to beach stairway at Sycamore Avenue. LOCATION: City of Carlsbad, San Diego County, South Coast District PROGRAM CATEGORY: Coastal Access PROJECT COST: $166,515 Original Grant Amount 67,485 Augmen ta t i on Request 234,000 Total Grant Amount STAFF DISCUSSION: In August 1986, the Conservancy awarded a grant of $166,515 to the City of Carlsbad for access improvements at Carlsbad State Beach as part of the City's seawall project (Exhibit 1). The actual costs for the project, based on the bid, are much higher than was anticipated because of the complexity of the project, including specialized equipment required and the difficulty of construction in an oceanfront environment. Because of the increased costs, the City has requested that the Conservancy reconsider funding all seven instead of only three seawall-to-beach access stai mays as authorized previously by the Conservancy. The City has now comnitted funds of their own for a lateral access path behind the seawall. With the additional comnitment on the part of the City, staff considered recomnending additional Conservancy funding for STATE COASTAL COWSERVAMCY Project Synopsls e. The City is sponsoring this project because the City street and utilities are threatened, even though the proposed project would be located on State Park property. The State Parks' General Plan for Carlsbad State Beach, prepared in July, 1983, recognizes that some sort of beach protection device and beach replenishment is needed to help protect beach facilities and Carlsbad Blvd. Carlsbad has studied several types of shore1 ine protection devices which could protect the roadway while minimizing encroachment on the beach. The City may select one or a combination of the following methods of bluff protection: no project, rock revetment, fabrifonn and/or concrete-filled bags, concrete wall with rock fill, reinforced earth wall with toe stone, and reinforced concrete vertical seawall with and without toe stone. The exact deslgn of the structure will not be determined untll final engineering studies are complete. Design assumptions used for comparative purposes in the EIR are that the selected bluff protection device would: 1) be constructed at a slope of approximately 1 1/2 to 2 : 1; use deep foundations rather than toe stone where feasible; be designed to provide an adequate level of protection; 4) have a fifty-year design life; and 5) require minimal excavations into the bluff (Exhlbi t 3). The City's proposed design for shoreline protection, as a result of environmental and preliminary design studies, is for approximately 3,200 lineal feet of vertical seawall; an engineered rock rip-rap "seawall' In front of the existing, elevated sand pad at the base of the northern access ramp; and as addi tional project components , cnglneered rock rip-rap replacement of the existing rock protection for the Tamarack Av. parking lot and an engineered rock tip-rap "seawall' along the base of the bluff, below the Ocean St. parking lot. This project is not part of the City's funding request to the Conservancy. Regardless of the method of shoreline protection selected for Implementation by the Clty, Carlsbad has requested that the Conservancy fund several access improvements which will retain and enhance public access in the shoreline project area (Exhibit 7.) The City proposes an additional 13 parallel parking spaces at the top of the bluff north of an exlsting parking area for 40 vehicles and near a landscaped day use area. An existing stairway, the Cherry Ave. stairs, would connect to thls expanded parking area. California Boating funds will integrate the stairs into the proposed seawall by providing a landing at the seawall and providing access through the seawall to the beach below. The general plan does not reconmend I7 CONS I STENCY WITH CONSERVANCY ACCESS PROGRAM CRITERIA: Minium Crikrla Serves Greater Than Local Need - The Carlsbad Seawall and Ocean St. access project Sites are located within the City of Carlsbad, which has a population of 49,900. The population of northern San Diego County and southern Orange County Is approximately one million. The projects will provide new and enhanced access to Carlsbad State Beach and the beach just to the north. Carlsbad State Beach estimates 900,000 user days per year. The Ocean St. accessway attracts users from the immediate neighborhood and city, adjacent inland cities and visitors staying at motels in the vicinity of the site. local Coastal Proqram Consistency - The project sites are within the Mello I1 segment of the Carlsbad Local Coastal Program Land Use Plan, certified by the Coastal Comnission on June 3, 1981. The zoning plan for the Mello I1 area also has been certified. of Carlsbad has not yet approved the plan or the zoning; therefore, the Coastal Comnission is still issuing permi,ts for the coastal zone. The plan's shomline access policies recomnend that a comprehensive access signing plan be developed for Carlsbad and that the City cooperate with the State to insure that lateral beach access is protected and enhanced. The access signing plan and acceptance of offers to dedicate as required by this recomnendatfon wlll further these plan policies (policies 7-2 and 7-3, respectively). Improvement of the Ocean Street accessway Is consistent with policy 7-15 which states that the Ocean Street offer to dedicate should provide public access. Consistency with Conservancv Access Standards - The Carlsbad Seawall access projects are consistent with Access Standards 1, 2, 7, and 12 (general standards related to location and design of accessways, accessways located in areas of high erosion hazard, and specific standards for vertical accessways and support facilities.) The Ocean St. accessway project Is consistent wlth Access Standards 1, 3, 4 and 7 (related to location and design of accessways, accessways located on access easements near residences, and speciflc standards for vertical accessways.) (Exhlblt 9) The City I9 The City will contact the Conservation Corps to determine if the Corps can provide some of the labor required for the projects and the amount of the Conservancy grant reduced accordingly. Selectfon Criterla Urqency- Access to the beach at parts of Carlsbad State Beach occurs informally, causing foot traffic erosion of the bluff. The project will reduce bluff erosion by pro,tiding a seawall with beach access stairways. The Ocean St. stairway is only partially existing, with the lower portion eroded by wave action, handrails absent, and vegetation overhanging the accessway. The renovated stairway will help stabilize the bluff by reducing erosion. Furthermore, Conservancy staff have been attempting to locate a management entity for the accessway for four years - partially at the urging of concerned local resldents - and it is Important to take advantage of the fact that Carlsbad is currently willing to accept the easement from the Conservancy. Cost Effectiveness - The estimated average use at Carlsbad State Beach is 2,640 persons per day, based on 900,000 annual user days. Increased public access may result from the proposed tncreased parking and vertical access. The seawall will have an estimated life span of 50 years, while the access facilities are required to be maintained by the applicant for twenty years. The project materlals are not low cost, but should be long-lasting (concrete stairs) with lower maintenance costs. Based on the high usage of the beach, the proposed project would be cost effective. An assumption of the Ocean St. accessway by the City of Carlsbad will result in maintenance of the accessway, which will prevent further deterioration and thus be cost-effective. lime of Completion - Construction of the seawall access projects is anticipated between October, 1986 and nay, 1987. The Ocean St. accessway construction would be completed by the end of October 1987. Comprehensive Proqrams - The proposed projects comprehensf very address the existing access needs of the City of Carlsbad. The Ocean St. accessway will provide an additional access to the Carlsbad Clty Beach which encompasses the northern coast of Carlsbad. The majority of the remaining Carlsbad coast I11 shall be distributed throughout an area SO as to mitigate against the impacts social and otherwise, of overcrowding or overuse by the publlc of any single area." CEQA COMPLIANCE: The City Council of Carlsbad certified the Environmental Impact Report for the Carlsbad Boulevard Bluff Stabilization Project (SCH # 84091201) on January 7, 1986 (Exhibit 3). The City Council found that the project would have one significant unmitigated impact related to the temporary loss of a portion of the beach as a recreation area during construction. The Conservancy staff has considered the environmental effects of the proposed access project at Carlsbad State Park as described in the Final Environmental Impact Report and concurs that the project will have slgnlficant effects on the environment related to several issues including bluff restabil lzation during construction and loss of beach use during construction. Staff believe that this single, unavoidable impact is acceptable because the benefits of the project including protection of the roadnay and Increased vertical access, outweigh this temporary, adverse effect, and recomnend that the Conservancy so find.
